This is primarily a standard Izzet control deck. The win conditions for this deck swinging with a large Spellheart Chimera, grinding an opponent down with Keranos, God of Storms or Guttersnipe, or unleashing a massive Epic Experiment. The latter of those is especially enhanced by having a Guttersnipe. What allows this deck to be exceptionally successful is that it gets extra mileage out of instants and sorceries. Guttersnipe deals damage to the enemy for basic spell casts, even those used just for the defense of a Guttersnipe. In addition, Spellheart Chimera will then become exceedingly strong as the game goes on and more spells are cast.
Opening with the deck you want to play primarily re-actively. Leave as much mana as possible untapped during your turn, as most of your spells are instants and can be cast on your opponents turn, or can be Quickened. Early on, the only card worth dropping on your turn is Guttersnipe to start piling on the damage. When you play Guttersnipe be relatively certain that your opponent doesn't have the capacity to remove your Guttersnipe at least until you will be able to play a counter. Another important note on playing cards on the opponents turn, if possible, play all of your draw spells during your opponents end phase if you have extra mana because nothing worth countering or removing was played. This gives you the maximum opportunity to check your opponents actions and make the best possible play, while conserving mana.
As is true with most control decks, it is very important to generate card advantage. This naturally occurs in most games because the cards in this deck play very efficiently. For example Anger of the Gods is one card, however, it is capable of countering multiple card uses of your opponent. Because of this efficiency, and because control benefits the most from having more options, Dictate of Kruphix will give you the upper hand on your opponent. Most of the instants and sorceries in this deck are very cheap, and thus, you will be able to actually play the additional cards drawn, which results in a larger graveyard for your Spellheart Chimera or more damage for your Guttersnipe.
The sideboard for this very adaptable to different opposing decks. If the enemy is flooding the board, sub-in some mass removal, like more Anger of the Gods. If your opponent is taking a more creature-less approach, or is focusing on using only a few high impact cards, sub-in more counters or Wild Ricochet. And if you are seeing large creatures early on that you are struggling with, stick in Rapid Hybridization or Cyclonic Rift.
