Harmless Offering is an interesting card, it offers the advantages of bazaar trader plus the fact that it works immediately, in exchange for being one use only. The trick thus, is to give the opponent a card that will kill them instantly. Immortal Coil is the best card for that, as there are plenty of cheap cards that will empty your opponents graveyard.
The purpose of this deck, thus, is to get Harmless offering, Immortal coil, and enough mana ramp cards (4 colorless, 2 black, 1 red needed) in your hand, in order to play them all simultaneously. Most of the other cards are cheap draw cards, in order to facilitate this strategy. In playtesting, it has managed to pull this combo off turn 4 fairly reliably (unless you get really unlucky with the draw). It's not amazingly fast, and is vulnerable to counter cards and extremely aggresive play (which the Will-o-the-wisp are supposed to mitigate somewhat, although better alternatives to them are being sought)
The final point that I should mention is that this deck is somewhat budget. If somebody has good suggestions, that might change. But for now, this is the best speed:cost ratio deck I've designed.
