Goblins and Warriors... err Dragons (Standard MTG Deck)

I really think getting Impact Tremors early will help apply pressure without attacking. That way I can keep blockers / potential dragons, so I want it to be a 4-of. I like Outpost Siege because it turns chumpers into burn, but for 4 mana, and if I already have Impact Tremors doing the damage, do I need the Siege too?
