A few suggestions, some general, others more specific:
First off, cut down on 1-ofs, they make the deck far less consistent and hamper your ability to do well. Lot's of 4-ofs are good, as well as 2-3 ofs for gods/other legendaries.
Some dual lands would help a lot as well, scry lands and shock lands, even guildgates if you're on a budget.
A few cards to cut: Bioshift and Renegade Krasis work best if you're going for a full on evolve/counter strategy. The Scourge of Fleets is best when you're playing something like mono blue, where your Island count will always be high. And the Archetype of Imagination is a bit too expensive for what it does.
All in all I like the idea behind the deck, RUG can be fun as heck. I can suggest a few cards if you want but honestly it all depends on the direction you want to take the deck in.

An average of killing the oppoonent on turn 14 is unplayable in every single format. (Except inconceivably slow EDH decks...) Kruphix gives you no arguement for the amount of ramp you have since you only have 2 of them. Especially with only one counterspell in the entire deck, you cannot win.
