@Pro_Noob, I understand that Swamps and Mountains are necessary to build a Red/Black deck. I haven't yet decided on quantities, and as such haven't added them yet.

Nobody has suggested Lightning Bolt why?
Also Dreadbore and Lightning Greaves.
I will restrain from making anymore suggestions, as I could probably finish this deck. XD

Lightning Bolt is underwhelming in commander. The reason that it's so good in modern is because a couple of reasons.
The life total is lower and can be easily abused with multiples of the same card.
Creatures are usually lower in toughness in case it needs to be used as spot removal.
There are better versions of the bolt in commander. Comet Storm comes to mind because it can be leveled up as time goes by.
Sorry if I pretty much dissed your suggestion, but I just don't think it's best for commander.
You might also want to add Decree of Pain and Decree of Annihilation for removal.

Dudes
You seem good in this category. I already mentioned Kokusho and Mikaeus-
inb4, because of their awesome synergy, but it can also turn Sidisi into 2 tutors instead of one; all at once.
Spells
Yeah, Dreadbore. Some other good tutors include Gamble, Cruel Tutor, and other shit I can't remember. Pardon me.
Artifacts
This is a Voltron deck...with 0 artifacts or enchantments. Get. It. Together.
Nah, I kid. But furreal, put some in! Argentum Armor, Deathrender, Batterskull, Lightning Greaves, and the Swords, to name a few.
Enchantments
The Vows are all I can think of right now, sorry.
Other than that, this looks like a good start!

How about Madcap Skills, Fists of the Demigod, and Dragon Mantle for enchantments? I understand that the mantle is a bit underwhelming, but it's a cantrip with firebreathing! Awesome.
Another great combo would be Kulrath Knight + Crumbling Ashes. That way you could add counters to opponents creatures and make sure they can't attack or block. It's a win-win! Not to mention Mogis, God of Slaughter for extra control/damage.
Sorry for multiple posts, but I'm just a big fan of the Rakdos clan (Or guild if you want to be picky, I just wanted it to rhyme XD)

Try Innocent Blood, Fleshbag Marauder, Merciless Executioner, and Exsanguinate are great in multiplayer. Vampire Nighthawk and Reassembling Skeleton also go in a lot of my lists. As for equipment, Skullclamp is good, same with Underworld Connections. Profane Command is nice to have around as well. Molten Primordial might be fun to revive.

I would suggest adding some Swamps and Mountains for a mana base. from there perhaps consider a Cabal Coffers? if you want, add a copy of Dark Ritual. perhaps Urborg, Tomb of Yawgmoth? those don't really fit the "cheap" criteria, but they aren't bad. If you can get enough creatures out, Contamination can slow your opponents a lot. like, entirely. IDK much about red though. Liliana of the Dark Realms is decent for fetching and buffing swamps. If you need any boardwipe, just try a foil Damnation. It's pretty cheap, right?
