Unbreathing Horde would work well here, I believe, especially if you cast him after Endless Ranks of the Dead spawns a ton of zombie tokens after a well-timed Army of the Damned

Find a replacement for mind crusher personally. Undying is nice but mill is useless and hes expensive for what he does. No jace, its really hard to mill in commander especially with people running eldrazi.

Jace is there primarily for the draw, will likely replace mind crusher with some token gen. Maybe an underworld connections over jace?

That or if you feel risky dark prophecy. Hurts a lot but extreme card draw on a field wipe. Skull clamp wouldn't be bad either with a sac out.

So after playing a few games with him today, this deck seems to be sorely overpriced and very low on mana ramp (obviously). Any hints to accelerate mana would be helpful. I think I need to run at least 2 more lands.

if your mana screwed you can always add dimir mana rocks as well as Darksteel Ingot and Chromatic Lantern and such cards but yes i would run 39 lands at the least.

I know my options are pretty limited in b/u, but what besides solemn can I toss in to land ramp? There has to be a few things.

Curse of Inertia just doesn't look too fantastic to me... similarly Distortion Strike is by far inferior to the new Aqueous Form which even gets in a scry.
yes Protective Bubble is nice, but as an enchantment if the creature eventually does die (which they almost always do in EDH) it's lost.
Skullclamp and Reassembling Skeleton are a must (especially together) you may even want to have Nether Traitor as well.
Cemetery Reaper is normally quite good, but since you won't want to exile your own creatures, he'll only be really useful against another deck that's running a lot of reanimation, perhaps not the best card slot...
Graveborn Muse is normally something I'd tell people to add, in your case, I may actually consider taking it out. It's a great card, don't get me wrong, but if you have it on the field and someone tucks your general (or other sac outlet) in response to an Army of the Damned you could easily kill yourself pretty fast...
As far as land-ramping Thran Dynamo is one of my favorites, because it's actively non-aggressive, and very helpful. Similarly Gilded Lotus is a great one (though this one often gets destroyed after a while). Fatestitcher is a wonderful utility card that you could use to do damn-near anything and as added benefit, he's a zombie.
Freed from the Real is a great utility enchantment that works to do a multitude of things, including untaps with fatestitcher (into infinite mana if you have a Khalni Gem or Gilded Lotus ) or you can throw it on your general if you're having trouble keeping other creatures on the field! BUT WAIT, THERE'S MORE! You can even use it as a (really expensive) shutdown enchantment to keep an opponent's thing tapped!
More mana-fixings: Chromatic Lantern is almost a must, because of the added flexability. Phyrexian Altar and Ashnod's Altar can help fix if you pull out a bunch of tokens. Black Market starts of weak, but builds up ridiculously fast.
Mana fixing I don't actually suggest, but will mention anyway: Crypt Ghast type effects. Gauntlet of Power , Caged Sun They work WAY better for a monochromatic deck, but they're there if you really need it... If you want to dump more money in the deck, try Urborg, Tomb of Yawgmoth + Cabal Coffers /Magus of the Coffers
I almost never run that many lands. I usually stick around 35 lands, and 42 mana-producing things total (including artifacts).
You have a lot of reanimation cards, but almost no discard or self-mill cards... allow me to direct your attention to Putrid Imp and even Fledgling Imp . Have a big fatty in your hand you can't cast? Throw him away with Putrid Imp , then Victimize Putrid Imp to make everything alright again!
Rite of Replication is one of my favorite blue cards for this type of thing... It's remarkably useful, and very powerful.

I'd think about using Arcanis the Omnipotent as well... He costs a a bit to play, but he's hard to get rid of, and he's got a damn good card-draw on him...

More thoughts: Wonder just isn't worth it in my opinion. Your opponents will almost always have fliers and you could be using that card slot to do something more aggressive.
If you still need mana after all of this, Liliana of the Dark Realms is a fantastic and under-rated card. Wayfarer's Bauble and Wanderer's Twig aren't as bad as people seem think they are, and Expedition Map is a good way to fetch a utility-land.

Skyl0rd, thanks very much for all of the advice. Lots of stuff that I never even thought of.
Have made some suggested changes already and am looking into replacing a few more slots.
I don't want the deck to be super aggressive anymore, I find that in multiplayer scenarios I just paint a huge target on myself by casting my general. I kind of like to sit back with him, bide my time and see if I can pull a crazy combo off. I think I might add some "Take an extra turn" type cards to help facilitate that.

Check out my Grimgrin deck, some people say that I don't run enough lands but the mana rocks, artifacts make up a lot for it. 35 lands you could go to. I just have a pretty low cmc (mostly 3 drops.) You should always have balthor the defiled in a zombie deck. he brings out all your stuff dude.

Recently updated. Toned down some of the enchantments and made it more aggressive and creature oriented. Seems to be working better, but I think the last piece of the puzzle will be more spot removal.

General suggestions: I really think you could cut a land or two, and in their place run something like Gilded Lotus I'm usually most comfortable with a deck that runs ~41-43 mana sources (lands and mana ramp or mana rocks) and I almost always keep the land count between 34 and 37.
You're running a little shallow on field-wiping cards, so it looks like you could use some "oh-shit-this-got-out-of-hand-let's-try-again" stuff, like Devastation Tide .
I'm going to promote Rite of Replication again, just because stuff like Gray Merchant of Asphodel becomes: "each opponent loses 42 life and I gain 42 life so deal with it" or Grave Titan changes from 2 to 12 tokens (+12 per attack with them).
Pemmin's Aura could be a flexible thing to toss on your general, giving many more options and a way to untap, give shroud or flying and change P/T.

canterlotguardian out of curiosity, why? The loss of two life seems trivial over the ability to use the creature immediately, or to get multiple creatures in the same turn... and in EDH one colorless mana difference doesn't seem terribly significant.
