Group Hug makes everyone better, this does quite the opposite while providing card advantage to all, but at a price. I figure "Group Mug" is an appropriate pun.

I used to have a Niv-Mizzet deck that just really wanted to be a Nekusar deck, so I took it apart and made this :)

DISCLAIMER: No infinite combos, no tutors, and this is a very budget-minded build so no aggressive fetch/dual lands.

The thing I dislike about most Nekusar decks is that they draw too much hate because many are extremely dangerous and potentially have infinite combos. I tried to make one that doesn't necessarily go for the win and primarily exists to sap my opponent's life totals while also letting everyone draw at a more rapid pace.

Of course, it has wheels and resets like Reforge the Soul, Time Reversal, Molten Psyche, and Jace's Archivist but those are only a few of the ones that exist and I really don't want to stack the deck with aggro. Someday I may get Dragon Mage for the obvious reasons.

If the deck is too weak without more powerful forced draw spells I will add Damnable Pact and/or Blue Sun's Zenith for late-game mana sinks.

Still playtesting and it suffers mildly from New Deck Syndrome, but it seems to be rather effective. Definitely not quite as suited for 1v1.
