If you want to go three colour you'll have to add far more mana fixing which will either a) slow the deck down or b) cost a lot of money. For example, you'll either want shocklands like Sacred Foundry (pricy) or more guildgates like Boros Guildgate . Whilst it is do-able it may have negative effects on the speed of the deck unless you really splash out. With Manaweft Sliver it's a little better but it's only 4 cards out of 60.

You'll want the scry lands like Temple of Abandon along with the shocks Stomping Ground and then triple that with Boros colors and Selesnya colors, Temple Garden and Sacred Foundry . The slivers.. not so much.

Just to be clear, is this supposed to be a budget deck, or are you OK going for the scrylands and shocklands like ChiefBell suggested?

Yup yup yup. You need to maximize what might be called your "Sliver density". The more slivers you have in the deck versus cards that aren't slivers, the better off you'll be. I'd probably cut most of your instants/sorceries/enchantments (especially Act of Treason , Hunt the Hunter , Trollhide , Lay of the Land ) and put in more Slivers! That's why I don't much like Sliver decks to begin with. They're all just a pile of Slivers and lands all mixed together. Speaking of which, you can probably cut some lands because of the Manaweft Sliver that you need need need 4 of.
