It took a bit of cutting down, (Removing Disallow, Gonti's Aether Heart, and Aethersphere Harvester for example), but here's a strictly budget Blue/Green Energy pummeler-type deck.
Now, there are absolutely better and more efficient pummeler builds than this one, but I find that for the price, it offers a bit of fun, and it's a unique deck to boot.
I find that the pace of the deck isn't super fast. On average in testing I've been able to hit my win condition/endgame on (my) Turn 8. However there are a decent amount of things to help you along until you reach there, such as milling your opponent's deck to slow them down very early game with Minister of Inquiries, and Bristling Hydra to assist with fending off creatures until you can pull of your combo.
Speaking of your combo, what is it?
Essentially, you want to play Larger Than Life as soon as you have enough energy and are able to swing for massive amounts of trample damage with Electrostatic Pummeler . Use Blossoming Defense to keep your pummeler safe while you wait to draw Larger than Life, or add it to your pummeler after you've played Larger than Life and before you pay your energy counters to beef him up, so as to make him even beefier.
I like to think that the energy acceleration in this deck is faster than my Kaladesh-Season Mono Green Pummeler deck, which means early game you're a bit more free to spend the energy how you like comparatively, even if this Budget G/U version may not be quite as competitive.
So, yeah. Looking for a relatively cheap deck that can get you a few wins in at FNM while bringing something a bit more quirky and interesting to the table? This might be up your alley. Or not. I don't know.
Pro-Tip: If you find that you need more attack power early to mid game, try adding in Longtusk Cub To see if that helps. I played it in my KLD Season - Mono Green Pummeler and opponents always find it one of the more annoying creatures to declare blockers for early-game.
