The goal is of the 99 is to shut down every single deck that Gwafa Hazid can't shut down on his own (like Voltron and infect). Gwafa's ability is efficient and powerful, and there will be many times when allowing an opponent to draw a card isn't even a drawback (like when a different opponent is storming off). However, for when it is a drawback, there are cards whose purpose is to mitigate that: Windfall, Recurring Insight, Pulse of the Grid, Mind's Eye, and big daddy Consecrated Sphinx.

Gwafa Hazid's "piddle around with a seven cards in hand" style plays very well with enchantments. By turn 5, this deck hopes to have cast at least 2 of the 3 of Gwafa Hazid, a Ghostly Prison effect, and a Rule of Law effect. Rule of Law also plays well with the drawback on Gwafa's ability, as extra card draw is less useful when you're just discarding to hand size.

There are 3 win conditions in the deck, each varying amounts of style points:

Approach of the Second Sun: Even if you're holding zero card draw, going 7 turns between the first and second resolution is completely doable when everyone can only cast one spell each turn and it costs 14 mana per creature to attack you. Even if you aren't that well off, you can still sometimes just steal games with just this card and a Consecrated Sphinx.

Azor's Elecutors: Very soft to removal, but that concern is mitigated if your opponents have already burned their removal on each other and you're holding counter spell backup. You're only resolving an Azor's Elecutors if it's a given that your opponents will not be attacking into you. If you win with Azor's Elecutors, you get to throw your opponents' decks in the garbage (it's in the oracle text).

Rule of Law + Jace, Unraveler of Secrets: Jace ultimate with a Rule of Law effect locks your opponents out of playing spells. If you with this lock, your opponents are legally entitled to throw your Gwafa Hazid deck in the garbage (also in the oracle text).

Fair warning, it is much easier to win once in a playgroup with this deck than it is to win twice. Your opponents do not want to sit through 8 turn cycles of a resolved (and protected) Rule of Law.
