Heroic Enchantment
Aim
A conventional game for this deck will be to target the heroic abilities of Sage of Hours and Meletis Astronomer and get as many enchantment on them as as possible. This results in hard to block formidable creatures providing me with card draw for the lowest cmc possible.
Meletis Astronomer effectively replaces the card I enchant it with in my hand ensuring I always have lots of options available. Sage of Hours gives me important extra goes resulting in concentrated attacks where the opponent can do little to nothing about it.
I went for this theme as it's very uncommon in Izzet and I wanted to try and make a more unconventional deck as otherwise I would have just searched the gatherer for the most effective burn and control spells that I wouldn't have been able to afford.

Allows the multiple turn ability to be triggered quickly by triggering the Heroic followed by a pump when attacking.
Meletis Astronomer

Shimmering Wings
Allows me to search for more enchantments multiple times per turn by casting, returning and re-casting the enchantment on Meletis.
Main Board
Aqueous Form
Allows me to scry into the right cards when attacking, especially when paired with Curiosity or a sacrificed Ordeal Of Thassa.
Auramancer's Guise
Makes a creature massive with the number of enchantments that are likely to be attached to it.
Curiosity
Forms part of the essential card draw in the deck. With the low cmc of all the cards, it means I can avoid top decking after turn 5 or 6.
Madcap Skills
A large attacking pump and makes the creature awkward to block.
Ordeal of Purphoros
Builds up +1 counters on creature quickly and is a useful source of 3 damage.
Ordeal of Thassa
Again, builds up +1 counters quickly and is another source of card draw in the deck.
Shielding Plax
Provides the vital hexproof ability, reducing the chance of a large number of enchantment biting the dust when a creature I control is targeted by removal. It also provides another helpful bit of card draw.
Shimmering Wings
Forms the collection of enchantments that make it hard to block my creatures, which includes Aqueous Form and Madcap Skills. It is also very useful at re-triggering Heroic abilities as it can be returned to my hand and re-cast multiple times.
Meletis Astronomer
Allows me to get to the enchantments I need to turn the tide in a game quickly.
Riptide Chimera
Given the low cmc of all the enchantments in the deck, its static ability is a great benefit as it allows me to re-trigger the Heroic abilities of my other creatures by re-casting the returned enchantments.
Sage of Hours
A key part of the deck, considering it can be made into a massive threat by increasing its size via +1 counters by triggering its Heroic. Although not the main focus of the deck, with 9 Island and a Shimmering Wings available means I can have infinite turns.
Stormchaser Mage
Flying offence that gets bigger from enchantment triggers (but is really a placeholder for Keranos).
Ral Zarek
His +1 basically allows my creatures to be vigilant as there won't be many on the battlefield. His -2 is classically more Izzet, allowing me to burn creature threats or finish off opponents. The to ability synergises with Sage Of Hours, allowing me multiple turns to hit an opponent with an unblockable, scrying, flying, vigilant, pumped creature that draws cards when it attacks.

I am a 'kitchen table' player with a limited budget. As with all my decks advice and suggestions (as well as +1's) are always very welcome but keep in mind anything above the $5 per card mark I'm unlikely to consider.
The more reasoning you can give with any suggestion you make, the more likely I am to consider running it in the deck. This is because I can't always spot the combo or idea you are going for. Letting me know what your thinking gives me a better insight into how you think this deck might be made better by the suggestion.
