Not-that-garbage-budget version of the $8 TROLLING deck, the best deck to loose friends.
The main mechanics:
Don't ever let your opponent have more than one land in game.
Imprint one of your many annoying land-bouncers spells onto your Isochron Scepter, and keep returning his lands to his hand while you slowly build your winning engine.
If you keep doing that, it means he will have to discard a card every turn due to having the maximum allowed. That's where Liliana's Caress plays, it will tenderly torture your opponent until he dies.
Despite all that, you'll be attacking each turn with your Cephalid Constable, returning a permanent and dealing only 1 dmge; making it an even slower boring-to-death death.
When you hit your 8th land, you can play Myojin of Night's Reach and instantly remove it's counter so that your foe discards his seven cards for a total of at least 14 damage (with only one Liliana's Caress in game. It's not even needed though, but it's fun and it's the only way that legendary super illustrated useless creature could ever be part of a deck.
If you are missing your isochron, just Lim-Dul's Vault until you get it. The same goes for Liliana's Caress or Myojin of Night's Reach if you feel the need to win.
Mental Misstep is there to assure that if your foe manages to play a good 1-drop with the only land he'll be able to play, you'll toss it to his graveyard.

Why not Lapsus to imprint on the scepter? Because having him drawing and discarding due to maximum size is one of our easiest ways to win thanks to Liliana's Caress.

Warped Devotion
? Because we don't even need it! We get the very same effect from bouncing his lands and making him reach 8 cards in hand.
