Heliod/Buff Deck Need Help

So, I realize that this deck needs some work. The Daring Skyjek needs to go for one (although he just won a game sitting pretty as a 8/6...) But I'm not sure what else I can do to this deck without dropping much more money. Currently I'm running 4x Pacifism instead of the Banishing Lights, but that is just because I don't have them yet. I want to keep the arrests, because they do stop creatures from using their abilities, which Pacifism does not do. Any advice would be much appreciated. The goal is pretty much to get Heliod out there among a bunch of creatures giving them vigilance along with those creatures being buffed by Dictates, Spears, Ethereals and Eidolons for a really dirty show.
