Venser, the Sojourner would be nice hear for more flickering
but Deadeye Navigator would be awesome, you could use it to continuously get permanent control over opponents creatures (flicker navigator and opponent-owned creature it's bonded to; untap and re-tap Merieke to get control of another creature; navigator & first opponent-owned creature return to battlefield, pair navigator to newly controlled creature; repeat)

I would love to use Venser just because he looks and acts like David Tennant's Doctor but I wouldn't know what to switch for it I do like the Deadeye suggestion! Thank you again I'll try to work it in. I also feel like the Prism for a Gilded Lotus could work it'll give more more mana with out having to cycle for it, granted its 3 more to play and lacks a draw option but I feel like it could work.

I would recommend the Dakkon Blackblade be swapped out for Deadeye, it's a cool card, but it doesn't look like it has that much synergy with the deck as a whole
also, and I realize I'm giving a lot more suggestions as for what to add as what to cut but with the amount of tap-controlling you have, Royal Assassin could deal some hurt for you

The Assassin could be a problem , but I feel like I have enough options to deal with it if it came up. I liked Blackblade because he reminded of River's father (Rory Williams as The Last Centurion) I'll try it out without him. I actually meant assassin could be useful in this deck as well, you have quite a bit of tap-down as well
this is actually a pretty cool deck, and it's really good as a first ever EDH deck

Heya. I would think about Control Magic Mind Control Blatant Thievery and Gather Specimens . You may also want to play some board wipes like Day of Judgement, Terminus , Phyrexian Rebirth , but that might mean dropping some vulnerable creatures like Gideon's Lawkeeper , Gideon's Avenger ect. But if you don't think board wipes work for you there's just Doom Blade and Go for the Throat . You could also use some card draw like Concentrate Tidings and Recurring Insight . Peace.

and I definitely feel like one of those other spells will be better than a Think Twice
by bounds. As for board wipes I'd prolly SB some but I don't think I would run into the issue where I would need to. Spot Removal is definitely going to get looked at to work around. Thanks! @Rofelos

So first off, I love this deck. I love the way you're not just using Merieke as a 3cmc in control colours, and actually going with the theme to abuse her as much as possible. I'm going to make a gajillion suggestions, and I just want to make sure you don't think I'm trying to say your deck is bad. Doing every single one of these things would just change your deck completely. You should not do all of these things! But there may be a couple things in here that dovetail with what you're looking to do.
Couple possible suggestions:
Jace's Ingenuity for Tidings It's one fewer card for the same mana, but it's an instant, and it's generally better to draw at the end of their turn so you can come into the cards with all your mana, rather than burn 5 in your main phase for just the one extra card.
Tawnos's Coffin - 3 tap, remove Merieke from the game at the end of their turn, killing the dude you currently have stolen, she comes back into play (sadly still tapped) but the coffin also preserves any counters or auras on her, and you can use it in response to attempts to kill Merieke. It's also great for utility to flicker your guys with good EtB/LtB abilities. Also combos amazingly with Reveillark whose leave play ability can return pretty much all of your creatures.
Blind Obedience is great for you since you're already fairly deep into tapping down their stuff, and doing mean things to their stuff while it is tapped. Adding in the life steal is just icing.
Turnabout is a great utility surprise card too. Tap all their creatures to open up defenses, untap all your lands to ramp into something scary, untap all your creatures to get extra uses out of their tap abilities. Just solid.
Skinrender is a great kill spell when you have a lot of blinking going on too. Ditto Seize the Soul : Kill one of their guys, haunt another. Steal the haunted one, when it eventually dies, kill another guy, get a 1/1 flier each time, it's pretty much a 4-for-1. Eyeblight's Ending is like Go for the Throat in that it pretty much hits 99.999% of everything you might want to target with it. Same with Crib Swap . I also really like Oblation solely as a "Make their general go away" card, because it forces them to shuffle it in, where any kill spell just sends it back to the command zone. Also in a pinch, you can turn one of your guys into two cards.
Some good utility lands you might put in over a few of the less efficient ones might be Creeping Tar Pit , Faerie Conclave , Vesuva , Halimar Depths
And then some general "I just put these in every deck no matter what" stuff: Solemn Simulacrum , Mana Vault , Brainstorm

I feel as if you're a little mana heavy... 39 doesn't ever make you mana flooded? Also, I really think this deck could do with a Tolaria West as you're running SO many non-basics. Also, have you ever heard of Price of Progress ? Well your deck could nearly be one-shotted by it in the late game. It may seem weird, but you may want to exchange a few of those non-basics for basic lands. My suggestions would be: Cavern of Souls , Glimmervoid , Glimmervoid , and Transguild Promenade

you need a few things to make the deck better,
Board wipes: Wrath of God , Day of Judgment , Life's Finale
Win Cons: Sheoldred, Whispering One , Jin-Gitaxias, Core Augur , Ertai, the Corrupted , Sphinx Sovereign , Magister Sphinx , Sphinx of the Steel Wind , Vish Kal, Blood Arbiter , Sorin Markov
Tutors: Demonic Tutor , Vampiric Tutor , Diabolic Tutor , Beseech the Queen
I don't know too much about Dr. Who so i cant help that much flavor wise but those cards will help be a bit more functional as i tested the deck against another and you had the board under control for a while but were eventually worn down and killed
