It looks fun, but there's really nothing that can be taken out for it. Most of these cards are, for lack of a better word, better than it. Additionally, I'd rather not take out anything I already have (including the Japanese stuff, of which there will likely be more to come).

It was in an earlier version of the deck. I'm not sure how I feel about it right now - the conditional search can be kind of hindering at times. I probably should put it in just because of how good it can be. Thanks!

Awesome deck, I've just turned my GAAIV deck into this. I'm adding Stoneforge w/ Batterskull and Sword of Feast and Famine, as well as a Scroll Rack. Sword is busted under an Winter Orb, Batterskull is just nuts, and great under a Static Orb, and the Scroll Rack plays well with Land Tax, and is great dig on its own. One question - why no fetches? I assume it's not a budget thing since you're playing with Shop and Tabernacle.

Fetches aren't really necessary. I have Land Tax to get me Plains and enough ramp to where I don't always need lands. Besides, I don't really want to dilute the number of basics I have any further. It just makes Land Tax worse. Regarding an SFM package with some equipments, I would love to and was considering it heavily for a while but I have no idea what to cut for it without detracting from the deck's purpose as a lockdown deck. Scroll Rack definitely might happen, but it has two problems: first off, it has the same problem as SFM in that I don't want to take out any more lockdown cards and I can't see making any other cuts; secondly, I don't think I have enough shuffle effects for it. I do appreciate all of the suggestions! It's stuff I've had in mind for a while and will continue to think about.

I'll just go over each individual suggestion:
Ur-Golem's Eye: If you're cutting this then the logic is that it's as bad as Sisay's Ring and both should be cut. I find that they're both pretty convenient to have (any mana ramp is) because they both untap as normal and don't fuck with my life total - Mana Crypt and Mana Vault both fail in that sense. I also look at the two cards more as combo-enablers in that you're trying to go off as soon as possible and it's up to those cards to help you, whereas I'm just trying to establish a strong board state to lock other people out. Randomness doesn't help with that.
Planar Portal: I love this card. It's easy to get out and super convenient since all the mana rocks and ramp otherwise make it easy to get literally anything I want (which usually ends up being Avacyn into a few wipes, haha). It was between this and Ring of Three Wishes, which is much more short-term and not what I'm looking for.
Scroll Rack: As I've said, I really want to include it but I don't know if it's good enough with the minimal shuffling I have. I don't even know what to take out for it.
The Tabernacle at Pendrell Vale: I play with a bunch of proxies (which my group is fine with since I will eventually have this deck in its entirety) and this happens to be one of them for the time being. I don't see a purpose in playing with a deck that's not at its full potential.
Maze of Ith: Utility lands are something I'm really big on, but stopping attackers isn't a big deal. I don't want to go past Moat since it's basically the best card for this purpose. In addition to that, I have a lot of wipes and other sacrificing/destroying/tapping effects that would make attacking for the opponent difficult as is.
Storage Matrix: It's a lot of fun! I definitely recommend it. It's good for fucking with people. I just wish I had green for Hall of Gemstone haha.
The SFM package: I already discussed this in the post above yours.
Scorched Ruins: Getting out lockdown artifacts or even creatures such as Lodestone Golem turn 3 is really difficult for the other players. Besides, a lot of cards have a bunch of colorless in the mana cost so it doesn't hurt to have an easy mana.
Myojin of Cleansing Fire: A board wipe on a stick. It also works pretty nicely with Yomiji, Who Bars the Way if I play it after the divinity counter is removed or, if Yomji and other legendaries are on the field, I get all of them back except Yomji.
Thanks for all the suggestions! I'll playtest some stuff out, but if you don't see any changes within a few days or a week then it means either certain cards underperformed or detracted from what I'm trying to do. Of course, this is EDH so you can build however you like, so if you want to go down a different route then by all means go for it.

I don't want to have it rely on me having a lot of Plains. I'd put it in if I took out the utility lands to where I had at least 20 Plains, and I think it'd justify adding Tithe back in as well just to keep the consistency up.

Angelic Arbiter and Eidolon of Rhetoric seem like two options. As for wincons you could throw in Iron Maiden, Ebony Owl Netsuke, Misers' Cage, Skullcage, and Viseling.

Angelic Arbiter was played at some point but it's really lackluster in more competitive environments because the "dies to removal" argument is more often than not going to be enough to dissuade me from including something that costs so much with no immediate impact on the board. Eidolon of Rhetoric can be conflicting but I'm not against the idea of having it in. The only problem is that there are very few flex spots and I'm not really sure what I should take out for it. Regarding the other cards, I'm not exactly sold on the idea of having more win conditions - I'm not in a rush and so I think what I have is enough. Besides, forcing them to play cards doesn't seem particularly good; the deck's purpose is to not have them be able to do anything with those cards.

Iron Maiden doesn't force your opponent to play cards, it forces them to lose life (very Metal). Not necessary if your already winning though.

I meant that it punishes them for not playing cards and incentives them to keep a smaller hand, which is something that non-blue decks tend to do anyway due to the relative lack of reactive cards.

Well what else do I need (other than Mana Crypt, Mana Vault, and Grim Monolith which I'm still on the fence about because I'm not oriented around a combo)? I can't really find anything to cut.

I don't feel like Mana Vault and Grim Monolith would help you much because of the payed untap. Maybe Worn Powerstone and Khalni Gem would be good fits for you though

Khalni Gem is, frankly, horrible; compare it to Sisay's Ring and Ur-Golem's Eye - neither of which are particularly amazing mana rocks. Worn Powerstone could be good because it's a 3 drop but it's essentially a Sisay's Ring due to entering tapped. As with most suggestions, I'll say this: I don't know what to cut. I really prefer that people actually think about cuts and moving stuff around before listing cards that could be good. I can only fit so much in the deck.

I thought of them as replacements for Sisay's Ring and Ur-Golem's Eye and if you think Khalni Gem is horrible given your deck as it stands I have no Idea what you're doing. Not only will it give you colored mana, but returning lands to your hand and replaying them can be faster than your current setup considering the 1 untap per turn.

How do you feel about Magus of the Tabernacle and Magus of the Disk? Plan to run both of them along with Hokori, Dust Drinker in my five color "fun for me but not for you" EDH deck.

That reminds me- Ivory Giant might be good here. It doesn't work with Hushwing Gryff or Torpor Orb, but it can be cast for one mana and has the potential to lock down your opponents' board (and/or let you hit them with everything).
