Hixus is a terrible commander, so this deck isn't budget at all to make up for his shortcomings. Realistically you don't want to play him, not until you can swing for lethal. His main advantage is his flash and his political sway. So the idea is to set up your wall (prison walls if you will), sit behind your walls building up your armory and preventing your opponents from hitting you until you're ready to flash Hixus in on their turn, equip all your stuff on your turn and swing in for game.
