You should consider AEtherspouts in the side board. It's a great card and a big old F U to aggro decks

I know this isn't Mono-Blue Devotion, but why do you add a Nykthos, Shrine to Nyx for some mana ramp to play your Creatures/Instants faster?

Nice idea, but by the time nykthos would become useful in the game, I should already have control of the board. Plus, they're a bit expensive for budget.

Vortex Elemental is certainly funny, but paying seven mana just to shuffle one creature away seems a bit lackluster. If he had even 1 point of power I would definitely use it, but without it he's kinda "meh". As for AEtherspouts; if I were to mainboard this, I would never use an entire playset; at most I would use two. Five mana is pretty steep for the kind of deck this is, and with all the other obnoxious cards in this deck I'm not sure I'll have to wipe their board too often. idk, I'll playtest it anyway.

This makes me sad. Not because it is bad, persay, but because last standards version was so much more powerful. I ran it to great success, with a full 20+ low efficiently costed flyers.

I do recommend tgis, though. Replace Radiant Fountain with Darksteel Citadel. Why? Ensoul Artifact. Oh, and at this point adding Ornithopter would be quite good...and once Ornithopter is in, Quickling would be quite good. I realize besides the land this is 12 cards to replace, but stick with me. I feel Dissolve is quite slow here, as is Whisk Away. I tested bident in my build, however i found with 20 lands it is unreliable to count on hitting four lands. Then I would remove two Voyage's End...I realize this is a lot to take in, but coming from someone with experience with the deck I believe this will make the deck more consistent and powerful. These are my main suggestions. And as for the SB, I think Reality Shift would be quite good. Hope this helps!

I know that making this lean towards the blue artifact deck theme would probably make this a better deck, but I kinda prefer just being a dick and bouncing everything while attacking with shitty commons, instead of having an actual strategy. That being said, the deck works fine as is and the blue artifact deck works fine too; I'd just rather keep this one about tempo and crappy fliers. Thanks for the suggestion though, it is not unappreciated.

I did consider kitefins but 6 mana is way too much to spend on a 3/3 flyer, and it throws my mana curve out of whack.

The only things that seem to give this deck trouble are swarms of tokens and Siege Rhino (and Rhino only if it isn't Dissolved). AEtherspouts can obviously deal with swarms, but then I have to live until I have 5 lands. Triton Tactics can be used on Hypnotic Siren and Triton Shorestalker for surprise freezing blockers, though Tactics is mostly used to avoid Anger of the Gods, Bile Blight and Drown in Sorrow. I can foresee Silumgar, the Drifting Death being a major issue if it isn't countered, so suggestions for dealing with her are welcome. Control decks in general are a bit annoying for this deck, as the majority of cards are designed to remove creatures. However, being blue, this is easily dealt with; much of the sideboard consists of other methods of countering spells such as Negate and Disdainful Stroke. I may include Gainsay, now that I think about it....
So to reiterate, this decks fairs nicely against most decks, sides heavily against control, and could use suggestions for dealing with token swarms and Silumgar, the Drifting Death.

Just to keep the theme going , i will recommend Supplant Form which is also a budget card !! nice idea,seems like fun against decks that aren't controlish themselves, +1 from me

What this deck lacks is a win condition. Although you can beat away at your opponent with Welkin Terns and Triton Shorestalkers, you need something that really lets your opponent know you hate them.
I recommend Stormtide Leviathan: it's about $0.50 and completely shuts down your opponent.

Stormtide Leviathan is indeed a great card for this deck; I wish it cost less mana though, as 8 mana really throws a wrench into my 20-land plan.
I also like the previously mentioned Supplant Form; it fits into the theme of being a dick, and also gives me a (hopefully) good creature to abuse. 6 mana is still high, but more doable than 8. Idk, I'll do some play testing with both.
