For Siege Rhino if he gets through since you don't want to bounce and have another 6 life swing you could try
Lost in a Labyrinth or Singing Bell Strike
to slow him down

Artisan of Forms is a fun card, but you really need to build around her to get any use from her. The only card in this deck I would want to target her with is Triton Tactics, and that's only in the sideboard. Thanks though

Have you considered at least 2 Thassa, God of the Sea? With the creatures plus the two enchantments it looks pretty easy to get devotion up to 5 of higher.

Cloudform seems like it would fit here. A 2/2 hexproof flyer is about all you could ask for at cheap blue 3 drop.

So similar to my small flier tempo [cheap] deck, except my deck runs Ensoul Artifact to add speed instead of controlling and disruption . Like your Whisk Away card, I don't believe I overlooked such a nice cheap instant speed removal.

btw try 2xHour of Need. It is so gimmickly card and it is so good in my deck (can SUDDENLY create 4/4 flying and block, and then swing for game).

Master of Waves wouldnt actually be too helpful in this deck due to his high mana cost and dependence on devotion, even if I could put him in (this is budget of course). However, Thassa, God of the Sea does seem like a good option...but again, this is budget. Feel free to build this deck and add in money cards to your heart's content though :D

All this deck really needs is some more power in it! Put some cheap power blue in to put some finishing blows on the matter like Keiga, the Tide Star. Its good and won't set you back more then a buck and fits with the theme of the deck. Otherwise, +1 from me!
