I think instead of the Fluxcharger you should look at Nivix Cyclops he comes out a turn earlier and each time you cast Stolen Identity including the times it Chiphers means he will likely be much bigger than the Fluxcharger but you do lose the evasion but pick up early defense.

This deck is hilarious I gave it a try and I think with a little shifting of cards here and there this deck can win at FNM.

Shivan comes out two turns sooner and has firebreathing. Hellkite is better for more dragon-focused decks, like if I ran Dragon Egg and Hatchling...

NeoHazard Even though Stolen Identity would trigger Nivix Cyclops you have to deal combat damage to a player with the cephired creature in order to active the imprinted Stolen Identity which mean Nivix Cyclops get triggered after the damages have been done and the +3/+0 buff is worth nothing much.

I'd remove Shivan Dragon with Scourge of Valkas
Your dragon copies will then do damage as well.

hmm. I like Scourge of Valkas a lot for this.
first scourge hits 4 damage, copy, 8 damage hits, attack with the first for another 4 combat damage, cipher triggers for another 12 damage, that's the game.

I would go with Anger of the Gods instead of the mortars.
Also maybe Stormbreath Dragon if that isn't out of price range.

I would suggest Niv-Mizzet, Dracogenius instead of Shivan Dragon as it costs the same and offers way more utility. It's also a fairly cheap card to buy.
