Hold the Gates without any gates is rather crappy, I'd rather put a Heliod, God of the Sun in. He will easily become a creature with all the white costs in here. But I guess it wouldn't be much of a budget deck afterwards :P

why not add 1-2 Nykthos, Shrine to Nyx ? Could help you montrositize a few turns early
Also, 1-2 Rogue's Passage could win games for you, no doubt. It's your backup Holy Mantle to the rescue

+1 for another cool deck idea!
Here's a few ideas for your consideration:
Angelic Wall : Good defense for the air.
Celestial Archon : It's like Serra Angel , but it has first strike instead of vigilance, and can be bestowed onto Fabled Hero .
Seraph of the Sword : Another creature-proof creature.
Guildscorn Ward : Good sideboard material against multicolored creatures/removal (Golgari comes to mind in particular)
Indestructibility : Probably too expensive, but it would be the final nail in the coffin if you could get it out.
Silence : Another good sideboard card. Playing it on Esper Control during their 4th turn upkeep is great to stall the Supreme Verdict .
Once again, nice deck!

I love this. +1 just for using Serra Angel in a competitive deck, giving her the glory she deserves.
I definitely agree with the 2x Rogue's Passage idea.
I also think that Fiendslayer Paladin might be good enough to earn a mainboard spot. Not sure what you'd take out though.
Lastly, I think you should be mainboarding 4x Brave the Elements instead of Gods Willing . It gives you the possibility of an all-in swing, or of a huge block. Personally I'm ok with losing Scry for that. If you like both, I'd recommend doing a 2-2 split between them, that way instead of situations where you're holding 2x of one in your hand, you might be holding one of each and can choose which one is more appropriate for the current board state.

@Midwest Added Rootborn Defenses to the board, replacing Brave the Elements which now replace Gods Willing main. Supreme Verdict was a major chink in the armor.
@Araganor: The Archon is tempting, but Serra's vigilance pwns so hard with Holy Mantle . Plus she's a classic that I miss; this deck attempts to bring her back! I will keep the ideas in mind, though. Silence is just hilarious vs. control...
@yuval: You may be right about Rogue's Passage ; I shied away from it at first because of all the W in my mana costs, but with 24 land I should be able to swing at least one of them. I think I'll add one to reduce its odds of appearing early.
As for Brave the Elements , it's in here partly to buff the Paladin, But thinking about it, I'm generating Soldier tokens and it will let me swing board, and survive Anger of the Gods . Might be worth the tradeoff. Then against white I can bring in Glare of Heresy .

Some nice synergy with the Heroic trigger and soldier tokens is Murder Investigation which I like to combo with Gift of Immortality as you get the tokens and the original creature back, which works great with Rootborn Defenses for population and indestructibility. But overall this is a great build. +1 from me.

I dont know if 4 brave the elements is enough against like 3x doom blade 3x ultimate price 4x hero's downfall and 3x to 4x thoughtsieze I dont think 4 braves alone is going to make your dreams come true.

To help against all the kill spells we've got Rootborn Defenses in the board. I guess one reason I don't have more is that I'd rather run more threats; even a single unchecked Honda is going to slap them silly.

I would consider dropping a planes for the nykthos. All your creatures/enchantments are double white for CMC. Seems like it would benefit you 90% of the time.

Why arent you taking advantage of the devotion? Definitely sub out the Observant Alseid . If you are only putting them in for vigilance throw in Heliod, God of the Sun then. I would also put in one Evangel of Heliod , you would easily put out at LEAST 6 tokens when you drop him. With Nykthos, Shrine to Nyx it and all your other spells would see play way earlier. And to deal with first and second turns maybe add Yoked Ox to deal with those pesky early guys. So I would consider tossing the Alseids and putting 1 Heliod, 1 Evangel and maybe 2 Ox.
