This is a Group Hug deck with a few Pillow Fort aspects. Main wincon is mill, with a secondary wincon of buffing the crap out of my hippo and killing the player I couldn't mill with commander damage. Can also win using Suture Priest, or even Rite of Replication/Reigns of Power in the right circumstance!

Added in Hive Mind as a wincon. Everyone copying a big "draw X" spell would be a hilarious way to win.

This is a very political deck, so keep that in mind.

If anyone has any suggestions based on the principles above, let me know! Purposefully only running two mana doublers and very few ways to cheat things into play because those are a bad idea if you actually want to win. Masquerading as a group hug deck is fun though!

Ideally the budget is kept at ~$150 or below.
