EDIT: THIS DECK DOESN'T MATCH THE DESCRIPTION AND IS CURRENTLY BEING REWORKED

Just general Azorius Stax stuff, focus is on shutting down opponents' capabilities and eventually getting to turn sideways a few times once I'm the only one allowed to play creatures/has any in play. Sadly the deck has problems and I'm still trying to get it to actually do something in addition to making laws, but it's been a slow deck so far. My maybeboard has plenty of juicy cards in it (some I do not own) but all combined this is how I'd like the deck to feel (lots of control). Just don't know if it's viable at all.

I feel Grand Arbiter Augustin IV is more suited to being the commander than the sphinxes, but I was considering using Lavinia of the Tenth (which is one of the many targets of my flickering cards, Teleportation Circle and Conjurer's Closet. Problem is I keep coming back to Augustin because making my stuff cheaper and opponent's stuff more expensive feels like both combined makes the game state favor me exponentially as it goes on.

Interesting combos:

Flicker any of these with Teleportation Circle and Conjurer's Closet for some pretty good effects:

  • Lavinia of the Tenth: detain all non-land permanents with mana value 4 or less forever
  • Azor, the Lawbringer: no more instant or sorcery spells from your opponents ever again
  • Mulldrifter: draw 2 cards every end step for each flicker
  • Peregrine Drake: untap 5 lands every end step for each flicker so that you have lands open for counterspell, etc
  • Reflector Mage: bounce a commander (or other nasty creature) and that opponent can't cast that card during their next turn, each flicker lets you do this to multiple creatures

These creatures are in the mail and will end up making it into the deck but also combo with flickering:

  • Highcliff Felidar: destroy the highest power creature each player owns every flicker
  • Village Bell-Ringer: untap all creatures I control every flicker (mainly do it once on end step to have blockers, but could untap multiple tap ability creatures)
  • Stonehorn Dignitary: an opponent skips their next combat phase for the rest of the game, multiple flickers means multiple opponents just can't attack anymore
  • Yorion, Sky Nomad: flickers any amount of my creatures, so if I flicker this creature multiple times then I can flicker everything multiple times

And I am adding Soulherder too since I only just found out it exists (to add to conjurer's closet & teleportation circle).

For another combo, when any of your creatures without flying die (like Augustin), you can give it an "unflying" token (as I call it) and they come back into play with flying. You can then bounce it with Conjurer's Closet, Teleportation Circle, etc, to remove the token, and then they are essentially indestructible (if they would die again, you give them an unflying token, flicker them, rinse, repeat).

And yeah I'd love Rhystic Study and/or Consecrated Sphinx but they are pretty expensive.
