I'd immediately suggest Jace's Phantasm, Sphinx's Tutelage, and Crypt Incursion maindeck. Also some more library depth, especially those triggering Sphinx's Tutelage (Brainstorm, Serum Visions...)
Other SB cards I'd suggest are: Suffocation against Zurgo monored, Laboratory Maniac for the mirror, and Virtue's Ruin and Hibernation or Nature's Ruin against weenie Black/Rakdos/Mardu and stompy green... Energy Flux and Hurkyl's Recall against robots...
Always happy to share thoughts about Tiny Leaders, would love to hear your thoughts about my own Sygg Dimir miling build. It has performed fairly well at my LGS, losing consistently only in a mirror against monoblue Kira and ultraaggressive Alesha Rakdos Vampires...

@Scouty I definitely agree, but I just don't own one. I also think in this deck it's more of a secondary strategy, but a good option at least.

Wight of Precinct Six because it can get huge Fog Bank for stalling Isochron Scepter because you can copy a mill spell every turn and Jace Beleren because all his ability's are use full hope this helps :D.

Have you considered Bloodchief Ascension to get some more use out of Sygg, River Cutthroat and/or another way to go infinite with Mindcrank? It may be hard to proc with your lack of damage, but if it does...
Also, versus your stated mortal enemy - maybe a sideboard Dread of Night?
