Speaking of things to add: youre in blue... and are running 1 counterspell... suggestion add more.

test of endurance would of made it if I had a way to up life quickly besides the commander.

Although I am running blue, I am not a fan of it, nor do I run the normal blue counter things decks, my mono blue deck has like 8 counter spells in it, but that deck handles itself well in my groups.

Never played with lotl and don't have much in ways of recursion if things I need hit the yard.

The others I will look to see if I can find a spot for.

Living plane with either linvala or Elesh Norn makes your opponents either lose their lands, or makes them not produce mana, which seems good to me. I do need to add Atlas to the deck and a repeatable ping effect like Pestilence for more anti land fun.

You're running a number of cards that do very little unless you've got a mass token creation theme or at least a sizable number of creatures generally. And yet you have 17 main deck creatures, most of which seem to have been chosen for what you can do with Show and Tell rather than for hard casting, and almost a vanishing number of token sources.

In particular, the following cards are going to underperform in this list without making a number of changes: Doubling Season, Cathars' Crusade, Exquisite Blood + Sanguine Bond (suboptimal enablers outside of combat damage, slow), Kira, Great Glass-Spinner, and Sheoldred, Whispering One (too few creatures to recur on your side).

Ashnod's Altar and Phyrexian Altar are actively bad with so few creatures, tokens, and recursion loops. Replace them with a more consistent source of mana ramp or heavily change the deck to make them viable.

You have zero sources of card draw before Consecrated Sphinx or Jin-Gitaxias hit the field.

Why do you have a pillow fort subtheme? You want to go big - go big, and fast! Don't durdle around on cards like Propaganda, Crawlspace, and Ghostly Prison.

The good:

You have a reasonable amount of artifact mana ramp, although it may not be sufficient for color fixing in a 4 color deck.

Some cards you might like:

Chasm Skulker - get more card draw in your deck, and then coupled with your commander this creature can get out of control in casual games.

Cephalid Constable - you've got a theme going of being "that player" and this card is a real beauty for causing tableflips.

Mana dorks. Bloom Tender in particular, but I know it has skyrocketed in price recently. These ramp you and can later be cashed in if needed if you keep the two Altars in your list. Gyre Sage is a house with frequent proliferate triggers and a deck running on casting big creatures.

Card draw, cantrips, etc. These aren't flashy like a praetor but if you want to find your business cards and keep your hand full you've got to run some. All stars on your budget and game pace include Rhystic Study, Dig Through Time, Treasure Cruise, and Phyrexian Arena.

@Omeros - this deck is suppose to be gimmicky, as I don't always build decks that people expect for the commander. I appreciate your comments and will address those below.

Doubling Season is in there to instant ultimate the planes walkers in deck, they also double the other counters in the deck including when I proliferate with the commander. It will also help when I add Helix Pinnacle and Darksteel Reactor.

Cathars' Crusade - serves purpose in the deck. cast commander give her a counter, proliferate it. lets me reuse Glen Elendra Archmage unless they have 2 instant removal spells. synergies with Custodi Soulbinders to make 1/1 with counters. Either Elspeth makes tokens, so it makes them bigger also.

Exquisite Blood + Sanguine Bond - is in the deck as an instant win. get both attack with commander, gain life and win.

Kira, Great Glass-Spinner - is in the deck as I don't like running counter magic in all of my decks, and this helps my creatures from targeted removal.

Sheoldred, Whispering One - is in there because of the sac effect mainly, as I have 2 people who play decks with the commander as the only creature in the deck. And becasue I wanted all the Praetors that could go in the deck (red not in).

the altars are in the as sac outlets for Academy Rector and whatever replaces them also must be a sac outlet to help get one in play when I cast her.

As for card draw, i don't like running one time card draw effects. I am planing on adding more tutors as I get some (mystic, personal, worldly, etc.) as if I am paying mana and a card to get cards, I would rather choose the card. And yet I understand that most of the tutors put them on the top so its not card advantage). If I get another Mind's Eye or a Rhystic Study, I might put those in. I might also add Blue Sun's Zenith

the pillow fort cards are there just cause some people in my group don't like pillow fort decks. And also to help me out till I get the pieces out to win. But as I get other cards Im looking for these will prob be the first to be cut.

The artifact ramp when combined with 6 ABUR dual, 6 shocks, and 5 fetches along with the other lands is sufficient for 4 color decks.

Chasm Skulker - is a card on my want list for another deck. might try to get one for this one if especially if I add card draw.

Cephalid Constable- without a way to make it unblockable makes it unusable.

Bloom Tender - is a card i would add if I had one. It is also in my wish list.

Gyre Sage - may get added, it will after I get Archangel of Thune + Spike Feeder.

Phyrexian Arena - may also find a spot in the deck.

Also I find it funny, you mention budget on a deck worth over $2000. All 19 decks I have listed on here, I have sleeved up in real life (although I don't always update the decks on here when I change out cards).

I wouldn't play so many spot removal. Considering the format, a spot removal is a loss of one card for removing one single threat on the table, while you probably have 2 or 3 people playing against you. Spot removals are great if you can break a combo with them, but I'd rather go for more constant disruption. Your current choice of cards shows that you are not running on a completely low budget, so if you want to invest some more money into making this pile overpowered, you might have a look at:

Maybe you find some more useful stuff in my own Atraxa list: Atraxa's super(un)friendly StaxMy deck is almost creatureless though, so some parts certainly won't be good in your current shell...but if budget is no problem, you might find some cards that you haven't considered yet.
