With my Kami deck, I run 32 lands and find that's too many. With all the draw, you should be able to safely run with 1 or two lands in opening hand. I recommend replacing 4-5 lands with the usual ramp, Sol Ring, Everflowing Chalice, maybe Burnished Hart (about $3 total for all 3). land wise, Tolaria West is a good land tutor as is Expedition Map. For some speed, Chrome Mox, enough draw negates the downside of exiling a card, provides for a T1 Kami. Along the same price point, Extraplanar Lens and Gauntlet of Power are big ramp necessities but Caged Sun is a start. Also, everyone loves Party Jace! (Jace Beleren) Welcome to EDH!!! Remember to keep it fun, a lot of players that ruin commander for others choose mono blue, so remember to not get tempted into the easy combo-out wins that don't make commander fun. Check out mine and see if you see anything you like.

Welcome to the format! Deck looks pretty good so far. As for suggestions, I'm a big fan of Cryptic Command and Mystic Confluence. Provide you several options and do all of them well. Sol Ring is one of those cards that belongs in almost every edh deck. Lets you cast four drops on turn 2. It's good to have access to Nevinyrral's Disk in case things get out of hand and you need a reset button.
One site I like to reccomend to new edh players is EDHrec.com For any given commander, it looks at published decks and tells you the most commonly played cards. It's a good way to get ideas and see what other people are doing. Hope this helps!

@Chaph, I'm looking one for the Tiny Leaders version of this deck, but is out of my budget by now.
@Firebones675, Command and Confluence are out of my budget, but I have a Nevinyrral's Disk and testing the mana base for some mana rocks. I checked EDHrec while building this decklist, it helped a lot!

Perhaps consider Tamiyo's Journal over Planar Portal? Less expensive overall, grants more card draw, and doesn't require mana to tutor, leaving more mana up for counterspell shenanigans.
Also, Mirror of Fate to combo with Lab Maniac for another wincon. Activate the Mirror just before your draw step and choose to put 0 cards on top of your library. :)

I'm actually considering Planar Bridge over Planar Portal. Tamiyo's Journal is too slow without other clue generators.

Staff of Nin over Tamiyo's Journal if you're gonna do that. Maybe Alhammarret's Archive since you get a ton of card draw. But that could mill you out lol. Perpetual Timepiece or Feldon's Cane could get you back from the brink of milling yourself, but I guess they're only suggestions if that becomes a problem. Fun deck idea, Mono Blue Hug/Control deck lol. +1

The core idea of the deck is that everyone should draw, so Staff of Nin is not what I'm looking for. The Archive will surely mill me out =/
Elixir of Immortality already save me from deck out, being reusable if needed be. Thanks for the +1!

Some cards to think about: Cyclonic Rift is never a bad card in blue. Teferi's Puzzle Box to do a little chaos. Maybe a Sensei's Divining Top top help sort through all of your draws?

Arcane Denial and Remand are great counterspells. Both are better than Cancel and they fit well with your deck.
AEtherize will keep you alive or mess up the resident Kaalia player a bit.
Enter the Infinite makes a good win con with High Tide, Laboratory Maniac, and Mystical Tutor. If you include High Tide, Turnabout gives you ridiculous mana.
There's an interesting interaction with Spin into Myth and Tunnel Vision that could be worth checking out. Also, considering you have a Lab Maniac and a few graveyard shufflers, Alhammarret's Archive is a pretty good idea I'd say.
Consecrated Sphinx is expensive, but it would probably lead to you drawing your whole deck very very quickly, which is always a good time. Something to think about if you ever have $20 to drop on Magic.
Stasis would force them to discard a lot of cards and generally stall while you ping them for having too many cards.
Boomerang an opponent's Reliquary Tower on end step when they have like 20 cards in hand from all your shenanigans!
Stroke of Genius can be another mana sink to finish someone off.

Azami, Lady of Scrolls is the more competitive version of this style deck. Talrand, Sky Summoner is also solid. The kami you're using is subpar and actually 5th tier (out of 5 tiers for generals, which is the worst). You have a great deck going, though. In fact, if you could keep that Laboratory Maniac mainboard and add a couple infinite draw engines/tutors you'd be pretty set. Also you're missing some staple counterspells. Time Stop, Summary Dismissal, Disallow, and Swan Song are all excellent cards. Also, Lotus Petal powers out your current general turn one, if you want to consider that card.

Also Trinket Mage is a format staple as well. Finds ramp like sol ring, tutors up utility like Library of Leng, serves as a blocker, is a wizard. All in all great card.

@JaceFromStateFarm, this deck was made for multiplayer games and I'm looking more for spells that affect everyone in play. Stasis is under my radar, as a lock option against faster decks. Unfortunately, most of your suggestions are out of my budget, but thanks for all the advices!
@ComboCrazy, I don't play competitive games with this deck, only casual multiplayer and kitchen table with friends. Anyway, I considered Trinket Mage once but cut for more bounce spells, I'll see if it can fit in somewhere. I'll also look some counters that fit my budget.

I like your build. Will definitely be stealing some of the more evil spells. Have you ever tried running Tomorrow, Azami's Familiar, its so good with kami decks
