Have you thought about a copy of First Response or Mobilization? I know First Response doesn't give you soldiers immediately, but if Darien, King of Kjeldor is out of reach, it can get you tokens in a tight spot and still get value out of your pain lands. Mobilization might just be a good mana dump, with the vigilance as a bonus

Honestly i have really thought about that. But 3 mana for a 1/1 just seems bad to me. Idk what I would really take out for it either.

Considered Emeria, The Sky Ruin? Monowhite it's one of the better recursions, as it's a land slot. There's also Emeria Shepherd, which I'd consider slotting in over Marshall's Anthem, although that depends on what kind of mileage your anthem has been giving you.
Then for slightly different ramp options there's Terrain Generator, Scrying Sheets, and the Snow-Covered Plains combo, which would allow you to run Extraplanar Lens for less risk if nobody else in your group's running snow lands.
And finally, you forgot a soul sister: Auriok Champion

Emeria, The Sky Ruin and Terrain Generator is already in there. But Emeria Shepherd I definitely want in there.
Auriok Champion is just too much money right now for a Soul Sister. I want her but I'm saving some cash at the moment.

Is Scroll Rack in the budget? Pricy card, but with Land Tax it becomes one of the best draw engines in Magicdom, not to mention mono-white, which struggles so much with draw.

that's a really good point. I already have one in my Scion of the Ur-Dragon deck, so proxying it out because i have one already shouldn't be a big deal.
With Land Tax tho, that would be pretty gross. Downside to that though is that i don't have a lot of shuffle effects....that's definitely one to think about

It's a fairly easy combo to set up with your Enlightened Tutor. If you have neither, you'll probably want Scroll Rack.
Another card I love in mono-white is Endless Horizons. It gets you the land you need early in the game, or sucks out all the plains in the late-game so you aren't topdecking them.

Oh--and to speak more to your point about shuffle options, there are some very simple tweaks you can do to make it more consistent. You also might have more than you realize, with Sword of the Animist,
Crystal Ball is something you probably want in here anyway, with white's draw power sucking so badly. Planar Portal is another good option.
I also run Terramorphic Expanse and Evolving Wilds in mono-white, because you can afford to have them come in tapped given the bang for your mana buck. (They get much better when you're playing Sensei's Divining Top. Some people whine about Top in EDH, but if any player should be granted mercy concerning its use, it's the mono-white player.)
I'd run these lands before Karoo any day. Bounce lands are good, except when they stipulate that it has to be an untapped land. And it's not like you're running Vesuva to capitalize off land bounces.
As far as what you might consider getting rid of to make room for things:
Dictate of Heliod is just kind of meh. It's not bad, but at that mana cost, more often than not you're going to be wishing it was True Conviction or Cathars' Crusade.
Your mill combos seem a little out of place. I would argue that these pieces do far too little on their own to justify their use, and mill is a pretty unreliable win-con anyway. Some decks love getting milled, and many include things like Kozilek, Butcher of Truth to prevent it from ever succeeding without something like Rest in Peace or Leyline of the Void. Frankly, I would swap these pieces out and just focus on beating face with soldiers.
Anyway, just my thoughts. Either way, the deck looks very solid, and a lot of fun.

to be honest, I am somewhat scared to run Endless Horizons into my deck. If I remove some most of my plains out of my deck, that's really gonna put a damper on my land drops if someone casts Krosan Grip or Return to Dust. However, that is equivalent to a Land Tax, so maybe that wouldn't be that bad.
Crystal Ball is definitely going in there. Probably for Altar of the Brood. I like Altar of Dementia in there better. I wanna have at least one. Thanks so much for your commentary!

Yeah, no problem. I've spent many long nights trying to make mono-white work well in EDH. It's probably tied with red as the most restrictive mono-color archetype there is.
The way I play Endless Horizons depends very much on when I get it on the table. If it's turn 4-6, I will usually grab 5 or 6 Plains with it, depending on what's in my hand. That makes it a very low priority as far as removal is concerned, because if there isn't already a bigger enchantment threat, someone with removal in their hand is likely to save it for something bigger--such as your True Conviction, or an opponent's Necropotence, etc... In fact, I can't remember ever losing it to spot removal--usually just effects like Planar Cleansing.
At, say, turn 10, I'll just take every Plains I have but one or two for things like Solemn Simulacrum or Kor Cartographer to grab. That often drops the deck size from somewhere in the 70's to somewhere in the 50's, depending on the game. That's a dramatic increase in the odds of the few draws I do get being something I actually want at that stage in the game.

Angel of Glory's Rise isn't very good. Requiem Angel is ok due to your tokens tokens, but honestly you're way better off with something like Angelic Skirmisher, Angel of Serenity, Chancellor of the Annex, and likewise. I think you really need to look into more white angels if you're gonna wanna have some in this deck. I'm just gonna tell you that right now, the best creature type in this game is Angels because they're so mean like that Chancellor I just listed above. They can also be cast for a way cheaper "casting cost" through things like reanimation cards. I've played enough Kaalia of the Vast] decks to know that Angels are flipping mean... and all the owners of those decks like the angels they have more than the demons and dragons. Good deck though. +1

Worship combos well with Darian. You can soak up damage with little worry too pump out more creatures that in turn help worship going.

The only card I can think of that might do well (especially with Endless Horizons) is Retreat to Emeria because it is so synergistic with the pump theme... Definitely looks fun to play with or against!

Hellion12346: I really like Angelic Skirmisher!! I may take out Captain of the Watch for her because she doesn't give me that much of a boost. Plus when I tap pain lands for mana that allows me to cast her, I just get more of them anyways.
Postmortal_Pop: Worship is a sick card, but what would I take out for it? Maybe Jade Monolith??
TacticsElf: Retreat to Emeria has some great synergy with Darien, I just wish that the card had some more oomph to it. Plus I am running soldiers, not allies. And that hits a lot of synergies like Coat of Arms and Field Marshal if I'm only getting 1 Kor Ally per turn. Thanks for the recommendation though!
I_has_a_Leg: goblins are gross. I was thinking of making a goblins deck but with Purphoros, God of the Forge instead of Krenko. I played a few times against a Purphoros deck. It fed into my strategy lol. But if you just muster up so many Goblins that you can swing and kill me in one hit, that'll do it. I like the matchup!

I do like the fact that Loxodon Gatekeeper is a soldier, and I already feel like I'm low on creatures. Kismet is a possibility though. Gift of Estates is ok, but there are many turns where I actually have more lands in this deck thanks to Burnished Hart and Sword of the Animist. I'm still not sure if 2 mana is worth the 1 trigger of Land Tax. Many turns I'm stuck with Knight of the White Orchid in my hand.
