I have started changing out some of the cards, and slowly upgrading this deck and moved away from the "budget" status. If you can not afford this deck, look into their's as it is a great starting base.

Dack's Duplicate

Enduring Scalelord
: With Dack's Duplicate in hand, turn Scion into Enduring Scalelord. Than cast Dack's Duplicate copying Scion which is now Enduring Scalelord. The Dack's Duplicate must be swung at the player with most life, and once the dethrone triggers it causes a infinite loop of +1/+1 counters between the two Scalelords. With a Rogue's Passage or Whispersilk Cloak on the field helps greatly increases chances of hitting your opponents for lethal. It is also possible to kill two people in a multiplayer game sending the duplicate at highest health player and scion at another.
Hellkite Tyrant + Mycosynth Lattice
: Quite possibly my favorite combo, but personally have not gotten to use yet. Combo proceeds as follows: place Mycosynth Lattice down, transform Scion into Hellkite Tyrant and swing at player of your choice. Because Mycosynth Lattice turns everything into artifacts, striking a player with the Hellkite causes you to now own everything on his board. At most points this will completely disable a player.
Curiosity + Niv-Mizzet, the Firemind
: Not the strongest combo in the world, but could finish a game if you needed it. Turn Scion into Niv-mizzet and cast Curiosity on him. Tap Niv-Mizzet to draw a card, deal one damage, Curiosity triggers and you draw one card, then Niv-Mizzet Deals damage again. This creates a loop until you run out of cards. Easy way to just end the game against an opponent when the rest of your deck doesn't matter, just be careful to never draw out of cards.
Aggravated Assault + Savage Ventmaw
: Infinite combat steps. With Aggravated Assault on the field, turn Scion into the Ventmaw and swing. This gives you 3/3 mana, use this mana to activate Aggravated Assault as many times as need be to kill all of your opponents. Note, you will have 1 extra green or red mana of your choice after every combat step.
Dragon Tyrant + Moltensteel Dragon
: This is typically my go to combo right of the bat to eliminate one opponent who threatens my deck the most. Instant one hit kill with general damage, clean, simple, but kind of expensive. Turn scion into Dragon tyrant, and than in response to changing, change Scion into Molten steel (Fire Breathing dragons can also be substituted in if you have enough for lethal). Use open if you want, and if not, use 10 life to active 5 times to gain 5 more power. Moltensteel resolves and Scion becomes Dragon Tyrant, a 6/6 with Double Strike and Trample with 5 power counters on him. Swing twice for 22 commander damage against opponent of choice ending his game. Dragon Tyrant himself, and Warmonger Hellkite can be substituted if the situation arises for a kill without sacrificing life with Moltensteel. Atarka, World Render can be substituted for Double Strike if need be.

The base budget deck includes Belltoll Dragon and Silumgar, the Drifting Death for Hex-proofing Scion if need be. With two mana open, you can till the end of turn change Scion into one of the two mentioned above to gain hexproofing from enemy spells. From experience so far, opponents will typically try to destroy/exile/ Song of the Dryads (screw this card) as soon as Scion hits the board. Understandably their choice is a vaild one since next turn it is very possible to K.O. someone. I have since than added Lightning Greaves, Swiftfoot Boots, and Whispersilk Cloak to hopefully equip to Scion for hexproof or shroud. Haste is also very helpful as well in most cases. Steely Resolve is obviously chosen for protection over all Dragon's in the deck. One Last countermeasure I just added is Quicksilver Dragon to add A). give more protection and B). Be more Fun. Reflecting a spell for one more blue mana just seems fun and it might be possible to catch unaware players off guard. Most of these equipment, Steely Resolve, and Quicksliver are brand new to me, and I have yet to test them out. I added them mostly because of the overwhelming hate against Scion being played.

I have added Nicol Bolas, Planeswalker for a stronger late game presence. One of the weakest points in this deck is permanent removal without Scion, and really any late game at all if it drags on too long. In hopes this will make those games run smoother, and I do hope to add some more planeswalkers in that might spawn dragons or tokens.
Fist of Suns seems like a pretty cool card to add in, not so much for ramp, but this card might allow for some cards to be played when say you don't have the double of a color choice to use it. A large problem I noticed with many of the base charms was to pull of certain combos, you used so much mana of every color it became impossible to play more than one thing a turn. This is just a test so far, and it it doesn't hold strong, it will be removed.

Skithiryx, the Blight Dragon is a nasty Dragon I want to add at some point. Any fire breathing dragon or Moltensteel Dragon combined with this can create Lethal damage with infect alone.
Balefire Dragon is an easy way to deal a 6 damage board wipe of one player.
Nicol Bolas for hand wiping. Useful for other decks relaying on shaping their hand the way they want, or decks that can pull entire graveyards to their hand.
Utvara Hellkite is a good way to drop a dragon to spawn more dragons. This deck could really use more blockers at some point.
Sarkhan Unbroken Adds some good flavor to the deck.
Dragonlord Dromoka gives good protection on your turn.
