Substantially the deck makes its job done by making little punks(nonland permanents with cmc 4 or less) unable to rage into the city, and by not letting the bosses do as they want, putting them in jail(with a few counters and removals).

Time by time Lavinia has to come back to make report at the Azorius police station, but she will come back in no time, ready for action.

Set up the game blocking your opponents, slow them until you get the upper hand and make your way through their life total.
