Let's be clear, this isn't a budget deck. It wont make you any friends, and it wont be fun to play unless you enjoy the frustration of others. One thing I have found it to be though, is unbeaten.

The idea is to lock down your opponent entirely while you yourself maintain full mobility. Cloudpost affords you the normal amount of mana regardless of winter orb, and candelabra of tawnos allows you to untap all lands and leave your crippled victim in the dust. You may want to mulligan until you can drop winter orb turn two if you can, not having the extra cards isn't a big deal i assure you. I recommend only using expedition map to find a Tabernacle just to be safe, this turns tangle wire and Mishra's helix into merciless field wipes of the worst kind. Don't be afraid to use ratchet bomb to kill your own winter orb during your opponent's turn either, especially if you have one on hand, a turn of full mana with this deck is an excessive advantage. Obviously Steel Hellkite is your method of execution, but if you would rather see somebody rage quit(especially mono colored decks) Drop Naked Singularity. Netsuke was an afterthought, entirely optional. and again you're not going to win any praise for forcing someone into boredom with a 5000 $ deck.
