What better way to start magic, or to participate in tournaments, with a standard deck, that has the potential to mill the opponent by turn 5?

It is a strictly budget deck. I know, with some jaces and dig through time etc. , the deck could be tier 1, BUT I want to keep it minimum cost and common-uncommon! playtest it and bust your opponents' nuts xD
