Thank you for the time you are spending reading this description. I hope you will like the deck as much as I loved making it.
This is an extremely budget deck born from my favorite color, blue, and my favorite creature type,wizard. The result is a tempo-control deck whose aim is basically stalling opponent's game until I'm able to attack with a pumped Cephalid Constable. As you can see, it is really different from the "classic" Cephalid Constable's decks.
How does it prevent the opponent from winning?
The deck is packed with spells which can return permanents in your opponent's hand: I mostly use them with lands so that he is slowed down while I can do my play. It is basically a cheap way to have extra turns. Against slower decks, It can be easily reached the 5th turn with no permanents on your opponent's side. Whether I have used most of the spells, I can return them from the graveyard to my library thanks to Elixir of Immortality, gaining an extra +5 life which is always welcome.
How does it win?
Even though it is not a combo deck, it has one powerful combo which represents, in most cases, my win con: Cephalid Constable + Diviner's Wand + Jace's Archivist . If Trinisphere is in play, the only chance for opponents is to hand over.Wings of Velis Vel is another good weapon in my arsenal: if played by turn 4 on Cephalid Constable, the victory is often granted. Vedalken AEthermage is there to seek both my wizards and my equipment/enchantment above mentioned. Ideas Unbound serves two tasks: searching for other useful cards and pumping my equipped cephalid.
Recently, due to some good suggestions, I added Jace's Erasure as a secondary win con with Jace's Archivist. This combo gives more consistency to my deck and it's not unusual to end the game because my opponent has finished all his cards before losing his entire life.

Jace's Erasure is doing good, however I have the impression I still miss something. Recently I thought about adding Delver of Secrets  Flip but I realized that my deck has too many lands and not enough instant or sorceries spells for it. I am trying -1 Elixir of Immortality -2 Jace's Erasure, +3 Spire Golem and see how constantly I can play the golem for free.
