Gotta be honest, I'm playing this deck for two reasons:

• When he rotates out of standard, I want an excuse to play Oko in EDH

• I really like Battlebond Partner commanders, but Krav and Regna is too divided in their strategies and I didn't want to go in on Krav Aristocrats when Regna was the Commander I liked best in the first place (but she's undoubtedly the weaker partner). The Boros ones didn't strike me either and I actually opened foil version of the Izzet partners, but I'm not really interested in building that kind of chaos deck at the moment. But a Turn 3 Doubling Season so-to-speak? That sounds fun. (Oh right, there was also a Golgari pair plus the Kenrith twins. The Kenrith twins actually seem pretty cool.)

So yeah, you win with this deck by playing a ton of planeswalkers, proliferating the hell out of them, and ult-ing as many as you can to great effect. Toothy isn't the build around with this deck obviously, but if you leave him out while all the proliferation shenanigans are happening, he can draw you a ton of cards.
