I just feel like it doesn't need to be a 2 of due to legend rule. I'd rather have a ghost quarter, or another utility land

Ah I see, you specifically mean the land. It certainly can be made as a 1 off but I feel as though protecting the combo is meaningful enough to warrant the second addition. Certainly it is based on your local meta but I can off the top of my head think of atleast 3 top 8 decks that wouldn't have an issue killing norin if he only had 1 toughness. Feel free to modify for your local meta as of course any deck worth it's salt should be.
