We are very close to just being mono-blue but Uro and Growth Spiral get us there faster.
See Beyond is our style pick, since we will be drawing a bunch of cards from Uro and Growth Spiral anyways we want a way to be able to shuffle a combo piece back into the deck if we have to.
The pact of Negation ensures that we will be able to protect the Emergent Ultimatum and the later combo pieces.
Side board has leyline of the void to hate graveyards, in addition we have Thoughtseize to help pick out counter spells from control decks and protect the combo. Gaia's Blessing gets the pieces out from the graveyard back into the deck so that is useful if our opponent is running disruption and picks off a piece.
Victory Playline: Emergent Ultimatum get Omniscience, Enter the Infinite, and Jace. Your opponent has to give you Omniscience and Jace. From here are essentially using your huge density of card draw to try and find Enter the Infinite. Finding ETI is not guaranteed which is why we have the two Echo of Eons, they give us a soft reset on the draw RNG with another chance and two Echo of Eons infinitely loop each other raising the cards we need to draw from 1 (ETI) to 2 (ETI or EOE). Additionally, Growth Spiral and Uro will slowly filter lands out of our hand/graveyard increasing our chances of drawing into ETI.

Excess ultimatums always pick ETI-Echo of Eons-Opt as the first two are our win con cards and opt cycles through the deck the most efficiently.
Our alternate strategy is the combo doesn't get assembled fast enough or is destroyed is just Uro. He's good.
