Here're my first cut suggestions. I'll be back with more for sure.
Blink Effects
You run a considerable amount of creatures with ETB effects, so why not throw in more blink effects to milk these ETB effects for their worth.
Ghostly Flicker & Displace - Blink 2 creatures to enjoy their ETB effects again. You can also use them defensively to save your creatures from targeted removal. Combine them with Archaeomancer and Peregrine Drake and you can generate infinite mana! Capsize in your maybeboard is a good mana sink outlet and wincon, cause with infinite mana, you can bounce all permanents your opponents own.
Ghostway & Eerie Interlude - Offensively, you can blink your creatures for their ETB effects. Defensively, you can protect them from board wipes, and even the dreaded Cyclonic Rift !
Deadeye Navigator - The staple of most Blink decks, nuff said.
Unblockable
Skyblinder Staff - With a deck full of flyers, this hidden gem is awesome! It makes all your flyers unblockable (except by creatures with "Reach").
Thassa, God of the Sea - Indestructible makes her difficult to remove, scry 1 is the icing on the cake, did I mention she makes your creatures unblockable with a mere .

Toolbox
Admonition Angel - Oblivion Ring on a stick. Combine it with Dissipation Field and Adarkar Wastes and you're guaranteed a "Landfall" trigger every turn (at a expense of 1 life).
Dungeon Geists - Permanently taps down a troublesome creature. Sower of Temptation is better but this is worth considering if you want redundancy. Gilded Drake would be the best but I noticed that you've labeled this deck as "Budget" so it could be out of the budget.
Karmic Guide - Tutorable graveyard recursion in white. Can be blinked for repeated use (blink it in response to the echo trigger will let it stick around for one more turn for more shenanigans). It combos well with Reveillark but since it doesn't quite fit the theme of the deck, I'll just leave the combo for your reading pleasure.
Shrieking Drake - This little fellow may seem underwhelming. You mentioned you tutor for Archon of Redemption 1st 90% of the time. If you've mana to spare, you can cast Drake and return itself to your hand, so every you spend gains you 1 life. With Ephara, God of the Polis in play, Drake effectively reads ": Draw a card at the beginning of your next upkeep" as it guarantees that a creature ETB under your control every turn. You can also return another creature and recast it for it's ETB effects.

Well that's certainly alot of information to digest. I'll have to toy around with things, but they all seem like great suggestions (aside from the near $60 drake). That's a hard No from me said in my best Simon Cowell voice. Even Clique is above my comfort zone but it fits so well that it's probably worth the investment. Aside from that, I think the 'what to remove' part will be the hardest. They may not all make it, so we will have to see what kind of results we get out of testing. That being said until testing is done and cards acquired I shall not change the list until decisions are final. Thanks for the very descriptive comments, really puts things in perspective. I shall update when I have the info ready to present. Thanks again!

I have never seen a deck with this commander at the helm. It is very interesting and competently new to me. My only question is why there is not a Zurs weirding in this deck, seems like and fun and solid include

I did try Zur's Weirding and found people have no problem denying cards to the one who cast it. People like their secrets, which is why over time I've tried to find more 'Look at target hand' rather than 'player reveals hand' so their is still a level of secrecy/surprise to other players. Thanks for the +1/suggestion though.

So you're the reason my Isperia list is festering down at #3...
Can't help but love the deck, though! +1 from me! A few suggestions:
I'd swap out Disperse for Expel from Orazca or Unsubstantiate . Angel of the Dire Hour is a great one to have in your toolbox. Angel of Sanctions as well. Vendilion Clique is on the pricey side but it's one of the best recent additions I've made. Tutorable hand disruption that doubles as a peek effect is quite strong. Also, great to see someone else janky enough to run Moonring Island !

Thanks ThoAlmighty, for the + and suggestions, I'll add them into my test version. I especially like Unsubstantiate and Expel from Orazca , Clique is being considered, and I'm currently trying out Admonition Angel (similar to Sanctions). Dire Hour I have considered, however doesn't fit into the blink part of the deck. I'll also take a look at yours as well, hope you found some ideas for yourself here.
Speaking of the test version, I shall have some to report from that soon. Stay tuned.

Heya Fans, and welcome back to our show. After some practice with our potential new hires we come to our first look at what fresh acts we can bring to the audiences.
After much hiring and firing, then rehiring again, and many hours of choreography, I am happy to report we have had decent results. And that I'm convinced there could be physical changes made. If you disagree or think of something better, please share your thoughts in the comments.

Azorius Guildgate - Command Tower
Tranquil Cove - Hallowed Fountain
Mage-Ring Network - City of Brass : You might be thinking "Why CoB?" Dissipation Field and Landfall triggers is why.

End Hostilities - Supreme Verdict : One mana less, and unstoppable.
Fumigate - Cleansing Nova : Having choices is always better.
Disperse - Unsubstantiate : Not quite a counterspell but at least we know what'll be in their hand.
Rewind - Lay Bare : Theme fitting, like cost.
Dragonlord Ojutai - Dream Eater : Smaller beater, better effect.
Overwhelming Denial - Dissipate : Needs more testing to be sold. No big change really.
Angel of Condemnation - Admonition Angel : We lose the reactive ability, but I see this being a useful tool for clearing blockers, and for political plays.
These changes aren't so deck altering as some of the others I am still considering, but I'm still not 100% on them. Need some outside input.
Wandering Eye or Fog Bank - Ingenious Thief : Eye gives away our own information, Fog does nothing against trample. Thief however can be blinked and doesn't pose a large threat stats wise.
Hanna, Ship's Navigator - ???: Closest things I could find that flies is Razor Hippogriff , Sanctum Gargoyle , and Griffin Dreamfinder but that only covers half. Or is this ability really necessary, can we work around our toys being removed and use this spot to fit something new?.
Azorius Keyrune & Ojutai Monument : for lack of a better word they seem 'cute' now. They seemed useful at first because they turned into flying creatures that shared the benefit other flyers do. Better rocks? Keep? Replacements could include Fellwar Stone , Basalt Monolith could be blinked with Brago... unsure what else is good and not overly expensive.
Favorable Winds : Is it really necessary, amid the other +'s it seems the least shiny, even though it's foiled.

I think if you are going to pay for a mana rock, it should produce more than one mana for you. Color fixing doesn't seem to be a major problem in a two-color deck. You could keep the ones you have listed if you really like the flavor, and I'd consider dropping Darksteel Ingot for Worn Powerstone . Thran Dynamo is another consideration. I'd go with Basalt Monolith as well.

@bushido_man96 For Isperia, fixing is super important. 3-mana rocks still let you play her on T4, and you want her out early. Something like powerstone might not get you the WWUU ahead of curve that you need.

I would replace the Ojutai Monument with the Azorius Locket I've always had poor luck with the monuments especially in the late game and the draw can just be far better in a pinch.

All valid suggestions; the producing rocks would be of more help in the late game when I want to dump 7cmc flap flaps down and maybe still have mana available for counters, however it is not wrong we want Isperia out ASAP. I think I may go with the locket for one slot, I may test the others still to see if they fit. Thanks for the suggestions folks.

I’ll second Talisman, and Calciform Pools is one I use to get a T4 Isperia. Myriad Landscape does the same.

Agree with the Locket suggestion. Not a fan of Powerstone personally. It may come down T3 but being tapped you can't use it T3 which may or may not be an issue. I'm partial to Hedron Archive . It comes down a turn later than Powerstone but is useable right away and sacs for draw.

I don't mind Hedron Archive , and have it in some decks, but its 4 CMC for 2 mana. Yeah, its sacs for cards eventually, but still, I'd rather my ramp be a bit cheaper. Thran Dynamo perhaps?

mlequesne yes but I think a token build would be better suited for them. Was a bit disappointing because of my love for the Weatherlight Era. I may consider tokens when I manage to find the time to make my budget build though. Thanks though for the suggestion, if you like it dont forget a +1.

Added to New Set Considerations:
Modern Horizons: Winds of Abandon , Serra the Benevolent , Generous Gift , Rebuild , mad about Soul Herder not having flying
Core 2020: Brought Back , Flood of Tears , Leyline of Anticipation , Cavalier of Gales .
Having troubles updating the updates section at the moment (technical) otherwise I'd have more to tell. To sum it up; Maybe board has been removed to save space, made a copy of OG list and made changes here to reflect what has been working in the test version. Those change have not been made yet to the primer though.

Came across a couple of cards and would like to know what others think of them and whether or not they should have a place here.
The effect is relevant given we want return effects, however it give our opponents the choice of what they return so they can also reuse ETB effects. On the other hand the cards tick life away if they choose not to return something.

I always like extra protection, so Ghostly Prison . Gitaxian Probe helps us look at hands and draw a card at sorcery speed. Take out Azorius Locket . Archetype of Imagination helps us land hits. Consecrated Sphinx helps us draw a ton of cards. Wrath of God is a good overall wrath.

Yo Mj3913, it's been awhile since I seen an Isperia deck. Here are some cards you can definitely consider adding!
You also have Capsize and Medomai the Ageless in your maybe board, i would definitely run those two cards in as it nets you value as well as a constant bounce effect which is always great to have!
