Post Conspiracy Partial Update —Sept. 3, 2016
So, changed a few things around, I opened a Selvala, Heart of the Wilds, so no need to buy one now, and also a Berserk Foil that I traded for some cash and a couple Ugin, the Spirit Dragon and Tooth and Nail. So kind of a big expensive update that didn't really cost much. The deck is now less budget.
I also took out Warstorm Surge for Zendikar Resurgent because it happens kind of naturally to have to cast my commander for 12+ mana. So the double mana is useful. Might get a Doubling Cube if it is not enough, or just want a cheaper way to get more mana.
So, now let's talk about how my games went. I played two yesterday. First match I put everyone to less than 20 life really quick, had a lot of ramp, but just 4 mana, and that's when Cyclonic Rift hit me hard. Then my friend playing infinite damage combo won.
Second match, was less an explosive start, but then started to get some good speed, casted my commander twice with good cascade. Selvala, Heart of the Wilds is doing a pretty good job ramping. Unfortunately, I got killed by Illusions of Grandeur. Though after thouthts, I could have prevented this. It was kind of complicated, but basically, I didn't have a counterspell in hand, and thought I couldn't do anything, but I could actually have just killed his commander in response of him casting the enchantment and he would not have been able to transfer it to me. Then right after I died, the infinite damage combo was topped deck and the game was over.
Post match thoughts: - Excepting Selvala, Heart of the Wilds, I didn't draw any of my new cards. Kind of lame. - I need more than one counterspell xD. Counterflux and Silumgar's Scorn will be put in the deck, I just need to find what to remove. Maybe some fight cards. Though I also want to have some kind of removal. I'll see.
We are supposed to play again during the week end, I will try getting my hand on Counterflux since I already have the other counterspell. I also hope that I will have the chance to play Ugin and Tooth and Nail.
EDIT: I got my Counterflux. Removed Dragon Whisperer and Slumbering Dragon. I know! They are dragons! But Whisperer never truly generated any dragons since I always had one to cast, and the sleeping dragon never really prevented an attack or actually did anything at all.
I like Worldly Tutor. Though I understand the reason of the bounce creatures, I do not think they fit the deck's theme. Actually, sometimes I feel like the Commander itself does not fit the deck's theme either xD

Perplexing Chimera is a favorite of mine because of how often whole groups hanging around a store will PREACH about the unstoppable end-all power of Cyclonic Rift... And here I am derping around with that and 17 ways to protect it from damn near anything, all at once. It doesn't fit at all, but it's created a lot of entertaining situations for me.
The best thing I can suggest from there with my own experience is: Play things that last a long time. One-time advantage is quick and powerful, but if I can reap 60% of that advantage for 20 turns running, it gets out of control. Or, rather, absolutely under control since I play by taking everyone else's stuff with an otherwise useless durdle-ball Mentor of the Meek turtling deck. Rather entertaining, if you ask me. Beguiler of Wills might suit you, Yisan, the Wanderer Bard paired with Sylvan Safekeeper could make for a solid plan, and Vesuvan Shapeshifter is a hilarious answer to a rival Progenitus or some such shenanigans.
As general recommendations, I believe Telepathy, Glaring Spotlight, and Library of Leng could wreak their fair share of havoc against a fair number of decks. Gaea's Blessing mainboard may stop a few combo decks in their tracks.
If you really want to watch the world burn some days, I can suggest a card package that will confuse the hell out of everyone and leave the game probably forfeited by all or in your favor with several thousand completely randomized pointless triggers on the stack. Sometimes, chaos is just funny, I think.

If you are unsure about your choice in commander the three viable options you can choose from in my opinion would be Surrak Dragonclaw,Intet, the Dreamer,or Animar, Soul of Elements my recommendation for surrak is because he himself can't be countered nor can your dragons and they have trample which is always lovely and he has flash!! Intet is also a great choice due to playing possible dragons and other fantastic shenanigans for free and freeing up a slot for one dragon of your choosing which is helpful if your choice is good enough..and animar is nice cause he is a third turn commander with pro black and white and after you cast a few dragons you can start laying them down like crazy with a good draw engine..if you decide to make a change let me know a best of luck

@NotSquishedYet: Perplexing Chimera is played by one of my friends in my EDH pod, it had some hilarious play. I think I will suggest him to get Telepathy. This seems fun to play. He is playing a Zedruu deck, so kind of go with his weird shenanigans.
@Phyrexian_plague_rider459: Yeah, I'm thinking about Intet, the Dreamer as commander, to stay in theme. Surrak Dragonclaw was the first Temur commander I considered since I started playing with Khans and didn't know many cards. And then when my friends talked officially about making commander decks, I did some research. I was blowned away by the one two punch Maelstrom and went with it. In my pod, there isn't that many flyers so my dragons are already going through my opponents life without really needing trample. Animar, Soul of Elements was out of my budget when I first made the deck. Might get one in a later future. Though I might make an Elemental deck with it :P
Keiga, the Tide Star and the other red and green dragon of the same cycle are in my to get list. I think what I will end up doing with the dragons (because there is too many sweet one to play), is to get more dragons that can fit the deck, and each time I play, I switch dragons around, either by choice or randomly.

That's something I'm also considering, going 5 color with Scion and get all the Dragonlords from Fate and Dragon.

If you want a hilarious way to win with that, the answer is Conspiracy plus Phage the Untouchable. Conspiracy naming dragons, morph Scion into Phage after blocks step, eliminate. It's cheap, but sometimes a deck just needs a way to end the game if everyone's getting bored but you don't want to just mass forfeit and leave it unfinished.

I would consider a Worldly Tutor and some bounce stuff like Dream Stalker and Man-o'-War so that once you play ur commander, you can bounce him to your hand and recast him to get another set of cascade triggers. Also there are ways to get infinite mana and other combo's woth these colors but you just have to see if u need them by seeing what the lv of play in your group is.
