While I'm not against making a mill deck work, I would like to point out that with all the delirium effects in standard right now, a mill deck feels really dangerous. Now if you can find some graveyard hate, it could stand a chance.

As it is (I think) you should be running four Sphinx's Tutelage without a doubt. I would want some form of removal (Ruinous Path, Grasp of Darkness) and I would consider a sweeper as well (Languish and/or Engulf the Shore). If you decide to include Engulf the Shore then changing your mana base is probably necessary, switch Choked Estuary for Sunken Hollow(it counts as an island). I would also consider Talent of the Telepath(might as well play the cards you mill), and some additional counterspells. Negate is generally a good option.

Some of the cards that look weaker on this list are Confirm Suspicions(that isn't enough upside to cost 2 more mana), Merciless Resolve(is a really expensive Divination), Liliana's Elite(is only pumped by creatures in YOUR graveyard), and Oath of Jace(won't see consistent value because of low planeswalker count).

There's my two cents for your deck, hope it helps.

The upside to Oath of Jace is it helps protect against Dromoka's Command. So maybe more as a side board card.

USSLego maybe he can put Hedonist's Trove? Definitely more Sphinx's Tutelage. You can also replace Pick the Brain with Dreadwaters.

USSLego thank you for your help, i made some significant changes (at least i think so). Let me know what you think about them. I lowered my CMC from 3.17 to 2.97 which can make all the difference in playability. Get back to me with more notes :)

Personally I like pick the brain in here. It potentially pops out an extra card each turn.

Sire of Stagnation might fit well in here as a 1 of. 2 cards exiled, then 2 tutelage triggers every time an opponent plays a land.

It's unfortunate Sphinx's Tutelage is gone soon as I also hall a mill deck like this one except it's mono blue since I use cards like Engulf the Shore and Sweep Away as well as Thing in the Ice  ^Flip.

My stupid iPad cleared my comment after taking too long on another tab to get a deck list you might be interested in...I even had it copied but then I had to copy this other tapped out decklist for a moment to share it here and within not much time it was cleared. I absolutely hate that, as I was typing for like the last 8 minutes too..

Anyways but in summary I was suggesting a new idea for the deck once Kaladesh releases. Now it's not my deck and is instead another user's. I happened to find and save it as it looks like a good base for a new standard deck.

Considering Languish, Sphinx's Tutelage and Jace, Vryn's Prodigy  ^Flip are rotating out i would suggest replacing them with these:

2x Rising Miasma as a weaker Languish, 2x Ob Nixilis Reignited as it increases win conditions, 2x Ugin's Insight and 2x Pore Over the Pages to cycle the deck. Also replaced one of the Forgotten Creations.

Thruthfully you've got better options than those in standard rotating in, but surprisingly if you wanted to go the Ob Nixilis route, then you may just want to go mono black. Animation Module, Diabolic Tutor, Harsh Scrutiny, Lost Legacy, ad Ghirapur Orrery are all very viable. More over, with a card like Corrupted Grafstone you could play the discard turn one, mana rock turn 2, and then tutor turn 3.
