Sideboard

Narset is a really underutilized khan, but she was the first one i had ever seen, and i knew she'd be awesome someday. I think today is that day friends.

The combo is straight-forward: use Narset, Enlightened Master to try and Part the Waterveil in tandem with Howl of the Horde to take a ton of spare turns without much repercussion. Additionally you can hit combos like Howl of the Horde /Exquisite Firecraft to hit someone for 12 out of nowhere post-board, or hit them with a few Crackling Doom s in much the same way. Almost all of the deck gets hit by her, so there's minimal chance of missing. Alternate win-con is Monastery Mentor plus all of the noncreature spells that build up an army.

For Budget: cut the fetches and mentors, add in other tap lands and some more Evolving Wilds. Additional counterspells would be good in the Monastery Mentors' stead, or other kill spells.
