This deck combines instants and sorceries with cards that trigger whenever an instant or sorcery is cast. Because 1/3 of the deck is instants, on about half of turns this deck should leave it's mana untapped and simply ready those instants to be cast in response to whatever the opponent tries to do on their turn.

The main path to a quick victory is Direct Damage added to player combat damage from creatures that use flying for evasion (2/2 flying drakes spawned from Talrand, Sky Summoner and Talrand's Invocation plus several legendary flyers). The deck's reliance on flying damage can be scaled up if an opponent is especially vulnerability to flying damage (Gravitational Shift and Hidden Strings replace high CC control cards or non-flying creatures). Flying can also be scaled down if it's a liability simply by removing the five Talrand cards and replacing with sideboard DD and Molten Birth.

Each Guttersnipe deals 2 damage to the opponent for each of the 29 instants and sorceries in the deck. Lightning Bolt,Electrolyze and Counterflux should delay the opponent's engine. Electrolyze and Gitaxian Probe help draw extra cards at low CC (while triggering most of the deck's creatures). Ovinize acts as a 1U kill spell in response to an attacking creature while a creature is untapped (e.g. Guttersnipe). Playing AEtherize mid or late game buys a few extra turns to establish the deck's engine and further wear down the opponent (also deadly vs tokens).

Late game the deck relies on a handful of high CC Legendary cards. Bident of Thassa uses flying evasion to card draw each turn, and turns AEtherize into a boardwipe. Mass Polymorph allows several of the high powered, high CC legendary creatures to be searched for from the deck and put into play (preferably being fed by destroying the several remaining 2/2 drakes). Playing Niv-Mizzet, Dracogenius and/or Melek, Izzet Paragon greatly accelerates this deck, and can lead to quick wins. As long as elite archanist stays alive it effectively allows the deck to have an extra instant to cast each turn; it's a powerful combo no matter which instant is chosen but the card draw included with Electrolyze is ideal for late game. Dominus of Fealty turns an opponent's creature against them. Late game stacked Guttersnipes quickly turn half this deck into deadly cards that still strongly control the board.

This deck is built on a strict budget. So far it's at $30 and I'd like to keep it under $50. I'd appreciate mentioning any synergizing cards, or advice on speeding the deck up. I have a long list of maybeboard cards that seem related, but didn't quite make the cut; please mention any of them that should get more play or are worth the extra cost.
