I'm pretty certain that an overloaded Electrickery will not combo with Dismiss into Dream the way you want it to as you replace "target" with "each" and are no longer targeting any of their creatures meaning they won't have to sacrifice them. In the same way that overload gets around hexproof creatures because you are not targeting them. Other than that looks like fun. I have been running a lols deck pretty similar to this. Good times.

Sorry to rain on your parade, but overloading Electrickery causes it to not choose targets anymore, so in essence, the overload stops the Dismiss into Dream from functioning how you want it to.

Thanks for that info, I realized that after looking at the cards for a few. Thanks Jacques and anatidaephobia67

To start with, Vandalblast is by no means a mainboard card or even really a sideboard card in this meta.
Aside from that, there are really 2 Izzet builds to go with to give this deck more direction. The first is the Nivix Cyclops deck that tries to pile a bunch of targetted instants and sorceries onto Nivix Cyclops to swing for large amounts of damage. The other is a build that tries to utilize Young Pyromancer and Molten Birth to overrun the field with elementals (a strategy that will be supported by the upcoming Master of Waves ). Once you've decided which strategy you'd like to try, I can advice you further.

I love the shenanigans that comes with playing the Izzet deck, but I look at yours and I think it needs some tweaks.
First off: lose the Guttersnipe s and the Spark jolt s and throw in more Young Pyromancer and Magma Jet , since they're the better replacements.
Second: throw the Dispel and the Electrickery into the start of a sideboard to make room for other good cards such as Izzet Charm , Syncopate , and/or Turn / Burn .
Other good cards to consider: Omenspeaker , Dissolve , Nivmagus Elemental , Izzet Staticaster , Spellheart Chimera .

Thanks for the in put gvlassek I will consider them. I had Izzet Staticaster in this deck but it wasn't working out so I traded it out for Magma Jet which I think will work much better than the Shock s I had previously

I like the deck! Izzet is always my favorite. I play with some of the same cards but have a very narrowly defined strategy of control/burn. Check out my deck for tips or comparisons Izzet Spell Fiends.

I would definitely max out on Lightning Strike and probably Magma Jet as well. Shock might be better than Spark jolt as you have quite a bit of scry stuff already. I still like Electrickery over Spark jolt for its power as a mini-pyroclasm, but I get that that might not always be relevant.

you might want to drop Niv-Mizzet, Dracogenius for Epic Experiment

So I don't know what cards you have/own, but seeing what you have on your Sideboard, here are some swaps I would make to help increase the tempo of your deck.
Take out 2x Downsize and 2x Spark jolt , and put the 4x Molten Birth in Mainboard. Then swap Melek, Izzet Paragon for Purphoros, God of the Forge . This will add a lot of speed and synergy to your deck.
The reason for this is because Molten Birth has great synergy with Young Pyromancer as well as Guttersnipe . When you cast it, you'll get the added bonus of an extra Elemental token / 2 damage, respectively. In addition to that, Molten Birth can return to your hand when you win the flip, giving you a Double value (or Triple/Quadruple value, if you have Guttersnipe or Young Pyromancer out)
This combo only gets stronger when you have Purphoros, God of the Forge on the field. Now when you throw out Molten Birth with Young Pyromancer , you'll be pinging for 3 damage every time IN ADDITION to the 3 tokens being placed.
Melek, Izzet Paragon doesn't bring much to the game for you. It'll be too late in the game before you can cast it to be of any use, and at that point you either won't need him, or you'll already be dead. Purphoros, God of the Forge is a much stronger, solider, and better synergized pick in that regard. It'll even let you boost your tokens up in damage if needed.

Thanks xVisage, I replaced everything and it seems like it will work out for me. I am also thinking of replacing both Niv-Mizzet, Dracogenius with 2 Izzet Charm when I can get a hold of a second. That should make a curve much better along with making this deck fast with every response.

You could consider swapping the 2x Shock for 2x Voyage's End . They have the same casting cost of 2 CMC, but although Voyage's End makes it so the opponent can recast the creature, it can deal with bigger threats that Shock can't deal with, and delay/stall while you hopefully draw into a better card. The Scry 1 is also extremely helfpul in that regard.
I'd also try to Mainboard 1x Steam Augury . Draw Power is essential in any deck utilizing a large number of Control spells, and right now you lack any form of Card Manipulation (ie. Draws, Scry, Filter). Maybe replace Ral Zarek with that? I'm not sure what Ral Zarek actually brings you, or how effective it is for you in casual play, but from my experience, only his 2nd ability is of any use, acting as a psuedo Lightning Strike , and his Final Ability is very difficult to build up to.

Burning Earth in the sideboard for sure. Also Gainsay for the mono-blue/dimir control/esper control matchup.

Consistency is king, especially in an Izzet deck. You're instants are all over the place, which isn't what you want. I would drop Molten Birth and add in 2x Anger of the Gods . Cut out Stymied Hopes it's far too easy to play around even if your opponent isn't aware of it, and it loses it's lustre quickly. I would opt for Syncopate instead, as you can dictate whether or not the spell is countered. Drop Voyage's End and add 2x Cyclonic Rift . Turn Shock into a playset and drop AEtherize also add another Dissolve .

I would add in Anger of the Gods and drop Molten Birth like CanadianSamurai said, You don't need Izzet Guildgate with this deck IMO. Cut Dispel and add another Dissolve or Turn and burn. Turn and burn counts as seperate spells for Guttersnipe and Young Pyromancer Dispel is useless to often to mainboard it.

steam augury works pretty well in this deck, opportunity wouldn fit a all. but i would play 4 young pyromance and cut to 1-2 spellheart chimeras. i would also play gainsay sideboard as well as skullcrack, act of treason and toil/trouble. skullcrack does wonders vs control as well as toil/trouble. gainsay vs monoblue. ac of treason vs orzhov control, bant and this pesky big creatures

I run a deck that used to look close to what you have here and I hate to say it, but in my experience Young Pyromancer just doesn't quite fit. About the only deck I liked having him for was going against a white weanie deck. I would swap em out for something like more Cyclonic Rift . That card provides support against a ton of situations, not to mention the possible clearing of your opponents board.

I really like this deck. It has some sneaky combos in it. The Elite Arcanist with Blustersquall exiled with it and Guttersnipe . Its a tap shock repeater. Pretty cool. Plus one.
