You're not really running enough Instant/sorceries to really take advantage of Spellheart Chimera and Melek, Izzet Paragon .

I would cut Aqueous Form and substitute in 4x Magma Jet . It's more removal, let's you scry and will in some situations get rid of a blocker.

Stealer of Secrets isn't really playable, as it dies to pretty much anything in the format. I would run Nivix Cyclops instead, to further your advantage from casting instant or sorceries.

With an average CMC of 2.36, you don't really need 27 land. I would cut 4 Guildgates, and add in a single basic. Your deck isn't so saturated, that you need anything other than basics. If you get some cash, you can always add in Steam Vents for consistency.

With 10 burn spells, I would probably cut two Dynacharge s and add in two Weapon Surge (combat tricks over damage), then add 3x Izzet Charm . It provides great utility, and protects your creatures whilst also clearing blockers or digging.

So in summary:

-4 Aqueous Form

+4 Magma Jet

-4 Stealer of Secrets

+4 Nivix Cyclops .

-4 Izzet Guildgate

+3 Izzet Charm

+1 Mountain

-2 Dynacharge

+2 Weapon Surge

Are my suggestions off the top of my head. It changes the deck a bit, but I think it'll be more effective like that. You could, if you want, add in a couple of counterspells such as Dissolve if you need it against your normal meta. I usually don't run blue without counterspells or drawpower (maybe Steam Augury will do something for you), but it all depends on your meta.

Changes skewed the mana base. I would suggest running 15-9 or 14-10 to see how it plays out with the larger number being mountains, and the smaller being islands.

@Dallie If I ever wanna throw in the cash should Ral Zarek ever be an option? Or another planeswalker?

@McQuadeAbs: I personally am not a huge fan of Ral Zarek He is at best a repeatable Hidden Strings or a 4 CMC Lightning Bolt . His ultimate, if you should get it off, is nice, but to me, he's more flavor of Izzet rather than actual raw playability.

I also thought about it and if I were you I would remove 3x Hidden Strings and AEtherling . He doesn't feel like he fits. I would then put in 1x Armed and 4x Hypersonic Dragon . It feels like a good curvetopper, though I wouldn't know for sure until playtesting a bit.

@Dallie Okay changes have been made, I'm still fairly new to magic, haven't played in FNM yet, but watched quite a bit.

I was going to run U/W Control, but to much money involved and I didn't quite like the play.

So hopefully this deck will work out for me.

Yeah U/W control is quite expensive. If you go to an FNM and find out that most decks are B/G control or something that contains loads of spot removal, you might need to change the deck accordingly or go with another strategy.

@Dallie I have a question about Spellheart Chimera , does he enter the battlefield with 0, if I have 0 instants in my graveyard?

Or say I have one instant in graveyard, will he be 2/3?

If you have no instant or sorceries in your graveyard he will be a 0/3, if you have an instant in your graveyard, he'll be a 1/3.

Azorius Charm with no white source?

themucher Thank you for catching that! My original thought was some white, but later changed my mind.

and with only 3 sorceries i wouldn't recommend the Hypersonic Dragon . hes a 5 cmc creature flying haste 4/4. hes not awful but i feel like maybe Blistercoil Weird , Frostburn Weird , Goblin Electromancer , or maybe even Mercurial Chemister for the draw cards

i assume your going for more budget deck or i would say Stormbreath Dragon ,
