Gameplan is mainly to with by casting planeswalkers and work towrds ulting them. That or just beatdown with Sire, Ulamog or Sphinx.
Tutelage is here due to the amount of carddraw the deck holds. Though i dont know if it usefull yet.

I don't know much about current standard, but the CMC looks very high. Assuming for the moment that there aren't critical decisions for turns 1-2 in Standard, then this looks solid, but why no Dragonlord Ojutai? or Mindwrack Demon? They seem like quality finishers that come down earlier than your walkers who also enable your game plan or compliment it.

--scratch the Ojutai, he's rotated. Nonetheless, Mindwrack or even an early game protect your dude strategy with Heir of Falkenrath Flip seems solid.

I dont know the current standard either so cant tell. Ojutai is a card i like sadly you say its rotated. Mindwack?? feels whack playing it. Its a card that you want to play on turn 4 and at that point i read lose 4 life each upkeep with a low chance of not losing it.
Chances that i dont have a creature/planeswalker in my grave a quite huge as it is now.
That card feels more appropriate in a midrange build using with Mindwack, Sorin, the new Avacyn, ob nixilis for draw and a 3th color.Perhaps red for Sin Prodder and Nihiri???

I tested Dragonlord's Prerogative in my Esper control deck as a 1 of and it was terrible. I boarded it out every time. For my card draw, I now use 3 Anticipate and 2 Oath of Jace. I know it sounds weird, but I'm playing 2 Narset Transcendent, 1 Gideon, Ally of Zendikar, 2 Jace, Unraveler of Secrets, 1 Ob Nixilis Reignited, and 2 Sorin, Grim Nemesis. With the scry from the oath, you can almost always get insane results from your +1 from everybody. Once you get 1 or 2 walkers down you are usually drawing 1 or 2 extra good cards each turn, especially with the oath.

Cant say im fond of the thought of removing Dragonlord's Prerogative however do like it that you mention Oath of Jace it was one of the cards i was considering. I dont feel Anticipate will work in my build however i can totally see it work in yours considering you run this Oath and Narset.

Anticipate is a fine card. It's not the best, it's not the worst. It does what it says and what you need it to do.
You may want to consider putting Narset in. She is AMAZING. Her ultimate can completely shut down any noncreature deck. She is my best card against the BW control and GB Seasons Past decks.

Well ive run a few test against my mono-red goblin deck to try and see if it could keep up(Its a simple one but stil capable of t4wins if not stopped). Test: Dragonlord's Prerogative vs Oath of Jace and while i tried 2 in my testing deck im plesantly surpriced about the card. The constant scry i can get is realy helpful.
So it brought up the question. What to do with that last spot from Tutelage. Will 1 Narset be needed? I tried it ones(only 1 time) but she felt like overkill to me. quite nice when you can start scrying for 2+ though but at that point would i be already winning? i mean 2 planeswalkers who apperently havnt bin dealthh with.

tell me your ideas, is this just what you have currently, and you're trying to make it better or is this just run what you brung its what I've got so thats what I've got to play
You need a more cohesive plan I think. If you want a walker theme, then build it as such. Off the top of my head the oaths from last set?
