Welcome to JBUCSA, also know as Jack Black's Ultimate Clapback Smack Attack.
Creatures: It utilizes Unleash for cheap attackers early out of the gate, such as Rakdos Cackler and Gore-house Chainwalker. Secondary support keeps thing rolling with Vampire Nighthawk, Avatar of Discord, and Geralf's Messenger, all of which are very cheap considering their abilities. Lastly, heavy hitters mid-late game are Phyrexian Obliterator and Desecration Demon. Obliterator has an insane converted mana cost of just 4 considering you're getting a 5/5 with basically Annihilator every time it takes damage. Desecration Demon keeps your opponent's creatures off the field unless they want to take a heavy hit, all the while building it's P/T. Plus it's a 6/6 flyer for 4.
Instants and Sorceries: This is pretty straightforward, as far as the instants go. Victim of Night targets essentially every creature, and Geth's Verdict, although not always be effective against tokens, will remove an attacker and blocker from your opponent's field, all the while putting pressure on their life total. Every point counts. For sorceries we have Duress and Inquisition of Kozilek for some early game detection and removal, and for when things are in a pinch, you can never go wrong with Damnation.
Lands: This is a budget deck, so I'll keep lands limited to Evolving Wilds (I know...) and Basics.
Sideboard: If you're really struggling to keep your life total up, toss some Staff of the Death Magus to help keep you afloat. It probably won't be much, but remember the golden rule: EVERY POINT COUNTS. If you're dealing with combo decks, Extirpate and Surgical Extraction can win you the game in a heartbeat. Finally, Anger of the Gods is like Damnation in the sense that it will eliminate many creatures, but if you're dealing with lowly 1/1's or 2/2 tokens, there's no point in taking your Obliterator or Avatar with them.
