Also if you have an lgs nearby that sells singles you can probably easily pick up Relic Crush, Twisted Abomination, Reclamation Sage, Stinkweed Imp very easily and probably only about a dollar for all of them together. They're all from very recently printed/in print sets.

Most likely your promo haruspex came from an Ugin's Fate pack during Fate Reforged pre-release or release weekend I can't remember which, or it could have been both.

I agree with Ruffigan. I' would never go over 42 lands in commander unless it's a gimmick deck that requires more but I've played a TON of commander and I have found the sweet spot to be 36-38 lands depending on the deck's curve. With this deck having a fairly low curve I'd say 36 land would be perfect. You can even run some ramp creatures like Sakura-Tribe Elder, Yavimaya Elder, Viridian Emissary, Farhaven Elf, Wood Elves, and Realm Seekers.

As for the ramp creatures, I'm unsure if I should add any because I have some ramp spells like Peregrination, Nissa's Expedition, and I'll be adding a Animist's Awakening. I also have Llanowar Elves, Karametra's Acolyte, and Elvish Mystic.

Ok, I'm going to comb through each section of the deck and comment about each so I may end up spreading this out over the whole day. First thing, take out the planeswalkers, all of them. The ones you have in here are too expensive to keep this a budget build and they don't synergize with Jarad. If you really want walkers add in Vraska the Unseen for removal and alternate win condition and/or Garruk Wildspeaker for ramp and to pump dudes before you fling them with Jarad. But overall I would cut them and try to keep all cards $2 or less unless it's a key combo piece then maybe $5 but that's a stretch.

So next let's look through your artifacts. Remove the Cauldron and Quicksilver Amulet, it's too expensive for a budget deck in my opinion. Add things to protect your commander since you kinda want him out as much as possible. Mask of Avacyn and Swiftfoot Boots are your best options but Nim Deathmantle is also decent. I would add Sol Ring and Golgari Signet. Another must have for any Jarad deck is Bonehoard, it's makes your guys bigger before flinging them and you can also fling the germ token. That's all I can think of at the moment, I'll keep going through categories though.

I got all the cards in the main and side, so u can leave Quicksilver Amulet in. Also, I have Mask of Avacyn, do I could put that in too. As for hexproof, I realized I have Chariot of Victory, so I can get that. I'm ordering Jarad, Golgari Lich Lord, Swiftfoot Boots, and something of about $.4 off Amazon now...

I tend to agree with what has been said. The land count doesn't need to be over 37 in this deck. But you do need mana ramp. I see that you're already making progress on that front. Golgari Signet, Sol Ring, Golgari Keyrune (which you're already running) and a 4th rock (Mind Stone, Thought Vessel, Worn Powerstone, they're all good options) are advisable.
I'd also add Cultivate, Kodama's Reach on top of your ramping spells. Regarding planeswalkers, I think that Garruk Wildspeaker is indeed the only one that matters in here due to its ramping abilities.
Equipmentwise, Swiftfoot Boots and Mask of Avacyn for some protection. Ideally Lightning Greaves would be awesome too, but that's a bit high-costed. And I notice you're running Archetype of Endurance, which is one good option. Aside from protection, I'd run Illusionist's Bracers. Getting double damage from one sacrifice... That's something extremely good in a Jarad deck!
Lands! Piranha Marsh sucks. Big time. If you want that kind of effect, Leechridden Swamp is way, way better. And it suits the deck's theme. Shimmering Grotto and Unknown Shores hardly seem that interesting in a 2 color deck. Tainted Wood could see a place here. Blighted Woodland too. And you should add Svogthos, the Restless Tomb. The ability to become a creature of considerable size that you can sac to Jarad makes it mandatory in your deck.
I don't know your meta. If you're playing 1on1, discarding is good. If not, discarding is quite underwhelming, generally speaking (the only discard effect I enjoy in most decks is Syphon Mind and, suiting this deck, Mindslicer although is isn't budget-friendly). I don't like most of your auras either. Jarad cares little about them, me thinks. Unfortunately most of the enchantments I use on my own Jarad (Jarad's Feasting Habits) aren't budget-friendly. Deadbridge Chant could help you out, though.
Regarding your creatures... Don't get me wrong man but are you going to tickle your opponent's to death? You're missing Butcher of Malakir and Savra, Queen of the Golgari (both can work as a 2nd and 3rd "copy" of Dictate of Erebos and the vampire even has a good body to be sacced!) and work great with your It That Betrays and Harvester of Souls, Pelakka Wurm (with an effect when she comes into play and when she dies and a great body to deal damage all around!), Mazirek, Kraul Death Priest (works well with your +1/+1 counter sub-theme), Nighthowler and Bonehoard (and Mortivore and Lhurgoyf) can become great beasts and can be easily reused. Havoc Demon for clearing the board! Disciple of Bolas, Corpse Augur and Skirsdag High Priest all sound good options for your deck too.

I have no idea what to say for this one. I got alot of spells, but this is my first Commander deck, so I don't know if that's enough or not. I'm trying to limit my use of 1/1 mana dorks, so I can use the slots for bigger base creatures.
Plainswalkers
I think I'll throw in Garruk Wildspeaker.
Equipment
Since I cannot confirm Swiftfoot Boots; Mask of Avacyn, Chariot of Victory, and my newly-ordered Bonehoarder will have to do. Also, Illusionist's Bracers wouldn't help Jarad because his sac ability is a mana ability.

Since you asked about my meta, it is mostly a 1 v. 1 type of game, but ill get into bigger games after rotation in April. I like to build ahead!
I have been debating removing Strength from the Fallen anyway, but I am also thinking of adding Retreat to Kazandu, it proved useful for me in the past.
Instants & Sorcerers
You didn't mention anything here, I guess they're alringht. I know Diabolic Revelation is real expensive, but it is a last resort.
Creatures
Looking into Butcher of Malakir, Nighthowler, Grave Titan, and Disciple of Bolas; because they seem popular amung Jarad decks.
I'm guessing you want me to put in my It That Betrays and Harvester of Souls? I was already thinking how anything over 4CMC can be cheated out by Quicksilver Amulet, and Ulamog's Crusher & It That Betrays are the most expensive creatures I own.
Final Thoughts
Now, with all the additions, what do I remove?
