Libraries are overated. By running a critical mass of creatures, by self-mill you pump creatures with the "Jarad Clause" (or a similar effect) to enormous size. Bash your opponent's face in with them as they grow or sac them with Jarad to finish off your opponents with burn.

Phyrexian Devourer combo with Jarad is the primary win condition and what a lot of the tutors are going to be used for.

Sol Ring isn't a creature and therefore it doesn't make the list. Our creature/land ramp here helps fuel the grave and gets us lands.

To make a budget version, you can cut the most expensive cards pretty easily. By cutting Hermit Druid, you can also play more basics to help reduce the costly lands.
