Hex isn't that good because you need 6 targets to cast it, and Doubling Cube doesn't do much with only 33 lands.

hey, i run a Jeleva deck as well The Poster Child of Grixis and I don't really run many creatures in order to maximize the number of big spells I can run. Cost reduction on your instants and sorceries isn't entirely necessary since your general permits you to slam them down for free anyway!

The issue comes when your general gets tucked.

I will probably Remove Vela and Hellkite Tyrant .

Not sure if you are interested but Melek, Izzet Paragon works well in instant/sorcery heavy decks.
