I think Narset, Enlightened Master is worth another shot. Free draw spells and kill spells are just as valuable as free burn, plus a free Elspeth is dirty. Also I think Sarkhan, the Dragonspeaker is pretty awesome. Its a great answer to Stormbreath Dragon and is a good beater too. I think you could manage fine with one less land (I ran USA control last block with 26 and did fine), plus I think with Magma Jet as just a 1-of I would rather just run a third Lightning Strike. Looks pretty sweet. I think the best thing you can do since its your first standard deck is to research top-tier decks and analyze their threats, and playtest a TON. +1 from me, I love USA, was sad when my deck rotated =p

what about Jeskai Charm for life gain with your Elspeth, Sun's Champion tokens and the bounce effect? i really like the idea though seems fun

What about Quiet Contemplation for more creature control.

I really would play Steam Augury if I were you. You aren't doing anything in the 4-cc slot and a spell that both gives you cards and loads the grave for Dig Through Time at instant speed is just too good when you are already going to be leaving mana open to Dissolve on turn 4, most likely (unless your plan is to go tapland, basic, basic, tapland, basic to get to 5) I'd probably cut one Anger of the Gods as well, and play a single Sarkhan, the Dragonspeaker as another 5cc creature that doubles as Stoke the Flames for when you need to kill something. I'm a little surprised that you were prompted to remove Nyx-Fleece Ram, This deck is very creature light and aggro is a thing right now. Anger of the Gods is good against aggro, but it does absolutely nothing to stop cards after it is played. Ram buys you time both as a blocker and with gaining life, which is a big deal against Jeskai Wins and Sultai Whip. In fact, the ram blocks and survives Siege Rhino and can even block lands put down by Nissa, Worldwaker while itself surviving Anger of the Gods. This puts your opponent in a unique situation; they have to commit more to the field in order to get through, which you can respond in kind with End Hostilities to get more value. This is a good deck and indeed may be played successfully in most tournaments. What I am suggesting is more for specific matchups which may not apply to your current situation or metagame.

+1. Deck looks sweet. How come you don't play mystic monastery?

Suggestion: 1x Resolute Archangel in the sideboard versus aggro decks that can get you down fast before you can initially react and then the game is a lock for you. I've seen it played in a control deck like this, and it works, as long as it doesn't get countered.

I think you'll want some more cheap removal spells than just Lightning Strike. Last Breath is great, I'd try to fit a copy into the mainboard as well as the side, and once Fate Reforged is released, Valorous Stance will be amazing.
I've built a similar deck: Narset, Dragon Champion. Feel free to check it out.

Ok so i did a two out of three game match up against my deck Boros Control and mine came out on top both games. that is of course without sideboarding. watch out for decks that pop out alot of weenies (mostly tokens).

I would recommend Reality Shift, it provides great spot removal, can knock out a Siege Rhino or a Tasigur, the Golden Fang. Your sideboard looks good, but why do you have Jace, the Living Guildpact, what would you slot it in against? I would recommend Glare of Heresy. hits so many things in white when playing token decks and jeskai tempo, and lots of prevalent archetypes really.

calaw00. I really like this deck! I play U/W control and have been considering a red splash for a while now. Your deck has made me think about it even more.
Personally I would cut 1x Temple of Triumph and 1x Temple of Epiphany for 2x Mystic Monastery as I think 4 will be slightly better for your mana base. This will give you 1 extra blue and white mana source.
Meta depending of course, but 4x End Hostilities seems a tad too much, especially with 3x Anger of the Gods, cutting 1 should be fine as you play 4x Dig Through Time to find what you need. This could free a slot for another Elspeth, Sun's Champion, as she doubles as removal and a finisher.
How are the Nyx-Fleece Rams in the mainboard? It makes Ojutai's Command slightly better I guess, but with 3x Anger of the Gods, do you find you need the blocker? Personally, I would play 4x Anticipate over them, to smooth out land drops and ensure you hit all the colours you need for your spells. Anticipate is also great for finding instants to cast on your opponents turn, similar to dig. i.e. Anticipate to find a Disdainful Stroke to stop a Polukranos, World Eater; making your opponent look sad.
Sideboard wise: consider Glare of Heresy, Surge of Righteousness, Encase in Ice, Circle of Flame and Brimaz, King of Oreskos. depending on what you aim to do. Brimaz would be incredible for you. it ruins creature token decks, doesn't die to anger and provides aggression and pressure in the matchups where you need it. Sucks its so expensive though!
Here's my deck if you fancy taking a look:

As of now I would look into cards such as Dragonlord Ojutai in place of pearl lake, and Silumgar's Scorn for a cheap counter. Icefall Regent is looking good too.

@Caharin I don't think I have enough mountains to justify using Chained to the Rocks.
