Izzet commanders in general often focus on generating card advantage, and Jori is no different than the likes of Niv-Mizzet, the Firemind and Nin, the Pain Artist. Jhoira of the Ghitu and Melek, Izzet Paragon are interesting, but not at all what this deck likes to do.Jori is useful as a cheap draw enabler, that once resolved requires no other resources to give you some cards.
Jori isn't required for an combo, but she upgrades your cheap spells considerably. Remember that dropping Jori and then a "free" spell such as Gitaxian Probe, Urza's Bauble, or card:Mishra's Buable gets you your additional card, and the previously mentioned cards replace themselves. Obviously, as a combo-control deck, you still may need to put mana up EOT if you're facing some dangerous decks. Jori may not be necessary for you to win, so don't risk too much to get her out. Still, the faster you can safely cast her, the better.

With Jori on the field, its time to dig for combos. If uninterrupted, Splinter Twin/Kiki-Jiki, Mirror Breaker + Pestermite/Deceiver Exarch win the game at the combat step (this is countered by enough Soul Sister effects and stax decks that tax you for attacking, so don't let these types of spells resolve). Otherwise, if you can control the board until you can cast Mana Geyser/Turnabout along with Reiterate, you can generate infinite mana for Invoke the Firemind or Stroke of Genius+Laboratory Maniac.

Plan B is to win with "fair" Magic utilizing value-generators such as Guttersnipe and Talrand, Sky Summoner to maximize the impact of spellslinging. That is, if you can't pull off a Seething Song + Reiterate for infinite damage or drakes...
