Jori En, Ruin Diver as your commander. This is a spellslinger-style tempo deck that usually wants to win through spell value or big Storm plays.

This is about the closest I could get to building a "fair" Storm list in Commander without making it completely underpowered. Many of the big, game-winning Storm plays involve chaining cheap cantrips using mana generated from a Paradise Mantle-equipped creature that untaps whenever you cast an instant or sorcery spell (such as Thermo-Alchemist). If you can get two such creatures in play and copy Paradise Mantle with Saheeli Rai, you can often cast almost every spell in the deck (multiple times with effects like Mizzix's Mastery and Past in Flames) in a single turn. This enables you to hit Storm Count 40+ with ease. While doing this, it's easy to get kills with Sentinel Tower, Aetherflux Reservoir, Guttersnipe, etc. Another angle of attack could be to achieve a high Storm Count, cast a Storm spell (even Flusterstorm), exile every copy on the stack to feed Nivmagus Elemental, then attack unblockably by finding Slip Through Space. Simply trying to win through non-Storm, incremental spell value is also a viable line.

Your opponents will probably complain a lot when you execute a Storm turn, since these can take several minutes to execute. You will usually need to keep track of several triggers entering the stack at once (repeatedly), floating mana, Storm Count, instant and sorcery count, and other effects. You'll often have to respond to your own triggers in order to get the best value from your plays (usually tapping your untapped spell-synergy creatures like Gelectrode in response to a bunch of spells being cast at once -- as is often the case with an overloaded Mizzix's Mastery). Bring lots of dice, including several differently-colored countdown-style d20s, as this will help immensely with keeping track of all of the above information during a complex Storm turn.

The deck list is very straightforward and self-explanatory. I don't think it's necessary for me to run through all the cards.

Further Ideas

Perhaps it's worth finding room for artifact-cloning effects such as Copy Artifact and Mizzium Transreliquat, since Paradise Mantle is such a vital piece for most of the Storm lines. Having the ability to permanently copy Paradise Mantle might provide a further hedge against the inevitable removal that will be aimed at it once opponents realize its importance to our plan (though we have a decent suite of countermagic to help stop this already). Copy Artifact is better than Saheeli Rai in that it's a permanent effect, cheaper, and searchable via transmuting Muddle the Mixture. Mizzium Transreliquat is better than Saheeli in that it's a permanent effect, and searchable via Fabricate.
