Judith, Carnage Connoisseur is an incredible commander. This is my budget(ish) list with most of the cards being less than 1$.

The deck wants to benefit from every single ability of its commander. Giving deathtouch to every spell is incredible and the deck contains at least 20 spells capable of inflicting damage. There is a reanimator subtheme so we can steal some of the best creatures of our opponents. The deck contais also other ways of becoming a threat to our opponents by itself. The first being inflicting damage through casting non creature spells as this is, in fact, a rakdos spellsinger deck. There are also ways to generate tokens that could be mainly be Imps generated through Judith's second ability.

In another version of the deck i've focused mainly on the spellsinger damage which may be more lethal overall but IMO this version of the deck is more versatile and more fun. In the sideboard there are some cards in fact that i've used in the former list which can mainly inflict or multiply the damage.
